Job description

We are seeking an experienced Senior Business Systems Analyst for a hybrid position in Sacramento, California, supporting large-scale IT initiatives for a government client. The ideal candidate will have strong experience in systems analysis, application support, and project delivery in complex environments. Familiarity with California public sector processes, including the Department of Technology's Project Approval Lifecycle (PAL), is highly preferred.

Business Analysis & Requirements

  • Strong business acumen and ability to serve as a strategic partner to business stakeholders, ensuring technology solutions align with organizational objectives and deliver measurable business value.
  • Lead discovery sessions, stakeholder interviews, and cross-functional workshops to understand business objectives and operational needs.
  • Document current-state business processes and workflows to identify opportunities for improvement.
  • Perform gap analysis and design future-state workflows that align with strategic business goals.
  • Develop comprehensive business, functional, and non-functional requirements packages.
  • Create user stories, acceptance criteria, and requirements traceability matrices to support successful solution delivery.
  • Translate complex business needs into clear, actionable technical requirements.
  • Partner with business leaders, SMEs, and technical teams to drive process optimization and informed decision-making.

Required Qualifications:

  • A minimum of five (5) years of experience applying analytical processes on IT projects valued at $2 million or more, including at least three (3) years in business systems analysis and design.
  • At least three (3) years of progressively complex experience (including two (2) years in lead capacity) performing:
    1. Application triage and troubleshooting
    2. Business requirements elicitation and documentation
    3. Project management tasks
  • Two (2) or more years of recent experience as a business analyst, involving one or more of the following:
    1. Documentation development
    2. Application requirements analysis
    3. Business process analysis or re-engineering
    4. Application testing or user training
  • Three (3) or more years of experience using requirements management tools, such as JIRA.
  • Three (3) or more years of experience analyzing legislative mandates or regulatory changes and determining impacts on system requirements.
  • Two (2) or more years of experience working with the California Department of Technology's Project Approval Lifecycle (PAL) process, particularly in Stages 3 and 4, including preparing required documentation and artifacts.

Education:

Masters & bachelor's degree from a recognized college or university, or equivalent qualifying experience (9 years total if no degree).
