Position Location: Naval Station Norfolk, VA (On-Site) Telework/Work-from-Home Authorized: No About the Role:The Senior Metrics and Data Analyst provides advanced analytical, data science, and decision-support services to Commander, Naval Surface Force Atlantic (COMNAVSURFLANT) in support of Force Generation readiness.

This position analyzes complex readiness information across the Personnel, Equipment, Supply, Training, Ordnance, Networks, and Infrastructure (PESTONI) pillars to identify trends, gaps, risks, and opportunities to improve Surface Force readiness. The Senior Metrics and Data Analyst will work with authoritative Navy data sources, develop and apply predictive analytics and machine-learning models, build data visualizations and analytical products, and translate complex data into actionable recommendations for senior Navy leadership. Additional Responsibilities Include, but are not Limited To: Analyze Surface Force readiness data and metrics across the PESTONI pillars to identify trends, systemic gaps, readiness drivers, risks, and opportunities for improvement.

Collect, integrate, validate, manage, and interpret data from authoritative Navy and Department of Defense sources. Develop and maintain databases, analytical datasets, metrics, models, and reporting structures supporting Force Generation analysis. Develop and apply predictive analytics, machine-learning models, and AI-driven analytical techniques to complex defense and readiness problems.

Use statistical analysis and data science methodologies to identify relationships, leading indicators, and factors affecting Surface Force operational readiness. Use analytical tools and programming languages such as Python and R to perform statistical analysis and build operational and financial risk models. Support development of predictive readiness models designed to forecast readiness degradation and improve operational availability.

Develop dashboards, data visualizations, reports, and executive-level analytical products to support Government and Flag-level decision-making. Support development of Analyses of Alternatives, Business Case Analyses, monitoring frameworks, readiness assessments, and other data-driven studies. Evaluate Surface Force business practices, primary and secondary data sources, data gaps, and existing analytical capabilities and recommend improvements.

Develop and recommend new metrics, data models, and leading indicators to improve the Government's ability to monitor and forecast readiness. Translate complex quantitative findings into clear, actionable recommendations for senior leaders and operational stakeholders. Participate in technical exchange meetings, analytical working groups, deep-dive sessions, and senior-level readiness reviews.

Collaborate with Government personnel, operational subject matter experts, and other analysts to ensure analytical products accurately reflect Navy operational requirements. Maintain required training, credentials, and qualifications and comply with Government and company policies and procedures. Perform other duties, as assigned.

Experience Requirements: Experience in the United States Navy as a Post-Command Commander afloat or equivalent. Minimum of five (5) years of experience on an Echelon 3 or higher staff. Minimum of five (5) years of experience in database design and management.

Minimum of five (5) years of experience conducting data analysis for complex projects. Experience analyzing metrics associated with the PESTONI readiness pillars. Ability to develop a comprehensive understanding of Surface Force business practices, primary and secondary data sources, data gaps, and existing analytical capabilities.

Demonstrated experience developing and applying machine-learning models, predictive analytics, and AI-driven data interpretation to complex defense problems. Demonstrated proficiency using modern data analytics platforms and programming languages, such as Python and R, to conduct statistical analysis and develop financial and operational risk models. Experience producing executive-level analytical products, reports, and data visualizations.

Highly proficient with Microsoft Office applications, particularly Access, Excel, and PowerPoint. Education Requirements: Master's degree or higher from an accredited college or university. A degree in an analytics, computer science, data science, or related technical field is highly desired.

Other Required Skills & Abilities: Strong analytical and critical-thinking skills with the ability to interpret complex operational and quantitative information. Ability to clearly communicate analytical findings and recommendations to Government personnel and senior leadership. Ability to develop professional executive-level reports, presentations, visualizations, and briefing materials.

Must be able to effectively communicate with customer and fulfill all duties and responsibilities as listed in the contract.
