Our client is a well-established leader in information technology consulting and project management, with more than a decade of experience delivering innovative, strategic solutions to complex challenges across both the public and private sectors. The company is seeking a Senior General Engineer & Advisor to strengthen its technical and strategic capabilities in energy infrastructure projects throughout the United States and Puerto Rico.
Role Summary
The Senior General Engineer & Advisor will provide high-level technical and strategic leadership in the planning, design, operation, and optimization of electric power generation, transmission, and distribution systems. The role requires deep expertise in microgrids, distributed energy resources (DERs), renewable energy, and the execution of programs funded by federal agencies such as FEMA, DOE, HUD, and USDA.
This position works directly with executive leadership, operational teams, regulators, and strategic partners, serving as a Subject Matter Expert (SME) in engineering, regulatory compliance, and capital program execution.
Key Responsibilities
Factor A - Proposal & Business Development Support
  • Technical writing - Co-author technical proposal sections (methodology, risks, management approach).
  • Technical simplification - Translate complex engineering concepts into clear, evaluation-aligned language.
  • Gap analysis - Identify technical weaknesses prior to submission.
  • Capture strategy - Participate in strategic sessions to define competitive differentiators.
  • Technical review - Assess partner and subcontractor inputs for quality and consistency.
  • Performance narratives - Develop credible technical narratives for capital programs.
  • Pricing alignment - Ensure alignment between technical scope, risks, and cost structure.
Factor B - Technical & Engineering Advisory
  • Power generation - Advise on planning, design, and performance of CCGT, solar, wind, hydro, and BESS assets.
  • Portfolio evaluation - Analyze key metrics such as heat rate, capacity factor, and EFOR.
  • NERC compliance - Provide guidance on FAC, MOD, PRC, and TPL standards.
  • High-voltage transmission - Conduct load flow, short-circuit, and stability studies.
  • Electric distribution - Advise on automation, reliability (SAIDI, SAIFI, CAIDI), and voltage management.
  • Microgrids & DERs - Lead microgrid design, renewable integration, EMS, and protection schemes.
  • Permitting & federal programs - Support DOE GRIP, BRIC, FEMA HMGP, and CDBG-DR initiatives.
  • General advisory - Evaluate specifications, execution models, and strategic partnerships.
Factor C - Program Management & Advisory
  • Federal compliance - Ensure adherence to 2 CFR 200, NEPA, and BABA requirements.
  • Technical documentation - Prepare and review specifications, studies, cost estimates, and procurement documents.
  • Owner's Engineer - Support construction, commissioning, and acceptance testing.
  • Regulatory coordination - Engage with FERC, EPA, PUCs, and federal agencies.
  • Regulatory support - Contribute to rate cases and Integrated Resource Plans.
Factor D - Program Execution & Risk Advisory
  • Risk identification - Identify real-world execution risks including sequencing, permitting, supply chain, and workforce.
  • Regulatory compliance - Advise on FEMA PA, NEPA, BABA, Davis-Bacon, and OSHA requirements.
  • Operational models - Develop organizational structures and staffing models.
  • Assumption validation - Challenge unrealistic schedules, cost structures, and resource plans.
  • Quality management - Define inspection, documentation, and quality control frameworks.
  • Lessons learned - Support continuous improvement across proposals and project execution.
Qualifications & Education
  • M.S. or higher in Electrical Engineering, Energy Systems, Sustainable Energy Engineering, or a related field.
  • Advanced coursework in power systems, energy storage, power electronics, or DER management.
  • Active Professional Engineer (PE) license in the U.S.; reciprocity required within 12 months.
  • PE license in Puerto Rico or reciprocity-eligible jurisdiction - strongly preferred.
  • 10-20+ years of progressive experience in generation, transmission, and/or distribution.
  • 5+ years of hands-on experience in microgrid design, islanding control, protection coordination, and EMS.
  • Experience as an Owner's Engineer, technical advisor, or technical PMO.
  • Experience working in Puerto Rico, USVI, or similar U.S. territories.
  • Experience writing or supporting technical sections for federal grants or RFPs.
  • Experience collaborating with PMOs on capital programs.
