Job description

PROJECT DESCRIPTION:  DSS has a constant increased need for the provision of full systems life cycle applications development on various computer platforms, including a variety of client eligibility and recertification systems, employment/work engagement services, claims systems, etc., that are critical to the operation and functioning of DSS programs, requiring periodic refinements to maintain the applications at optimum service levels. Having a project portfolio which properly reflects the user’s business needs and DSS’ workload is crucial. Therefore, there is a need for IT consulting resources for the expanding responsibilities at DSS.


Tasks & Duties

  • Develop system design specifications
  • Develops and prepares documents for the general design of solutions that meet system and security requirements, including the selection of alternative approaches.
  • Develops specifications for databases, security, and software configurations.
  • Develops structured diagrams for data and logical models.
  • Develop system documentation
  • Develops business-friendly descriptions for database elements and explanations of the use of the elements in the legacy systems.
  • Confer with staff and users to identify and document system requirements.
  • Read documents belong to sources used in data warehouse and create change request.
  • Perform System Design/Development
  • Work with staff (e.g, managers, senior programmers, support staff, product manager) to plan program implementation, enhancements and changes
  • Test programing scripts and test and analyze resulting data.
  • Design reports, screen layouts, and user instructions to support the requirements of the business.
  • Architect, analyze, design, develop, administer, deploy all layers of RPD.
  • Provide assistance to technical support staff in the resolution of usability and business-related issues.
  • Frequently contact customers and legacy system developers as required to clarify the intent of a new feature or to resolve a problem
  • Perform Testing/Evaluation
  • Tests programs and systems.
  • Test system changes during release.
  • Assist in quality assurance and defining testing strategy and risks.


MANDATORY SKILLS/EXPERIENCE 

Note: Candidates who do not have the mandatory skills will not be considered


  • A minimum of 4 years of experience with the following skill sets:
  • Developing test plans and analyzing and testing large volumes of data
  • Using business knowledge to guide a technical team.
  • Experience with the NYS Welfare Management System and/or NYS Medicaid Claims Processing System and/or NYCWAY in a technical/analytical capacity
  • Excellent analytical and testing skills and the ability to communicate complex technical concepts in clear, non- technical oral and written English
  • Leading the design of program specifications and the implementation of software solutions, requirement analysis, design, snowflake data modeling, interactive Dashboard design and complex ad hoc queries and report.
  • the OBIEE Analysis, Agent and Dashboards, including RPD Design and Deployment, Catalog Management and security.
  • Working in a large three tier data warehouse environment
  • Design and extension of data marts, metadata, and data models. Participate in the intake of data from both internal and outside sources.
  • Expert knowledge of OBIEE 12c, Oracle Portal, Report server and development.
