Description

ACE Consulting Group is seeking an experienced Senior Program Analyst to support a advanced weapons system development and procurement program within the NAVAIR community at NAS Patuxent River. The ideal candidate will have experience with the acquisition, development, and sustainment in connection with Navy fixed and/or rotary wing aircraft, missiles, unmanned air vehicles, or related systems of systems.


Due to the nature of the contract, no telework permitted. Work will be performed in a secure facility.

  • Applying analytic techniques in the evaluation of program/project objectives
  • Analyzing and tracking project/program requirements, statuses, budgets, and schedules
  • Collecting and interpreting data relating to aircraft/weapon/project acquisition and product programs
  • Applying government-instituted processes for documentation, change control management, and data management
  • Preparing CDRLs, Acquisition Plans (AP) and Justifications and Approval (J&A), Statements of Work (SOWs), GFP Justification memos, etc.
  • Coordinate stakeholders for and assist in proposal evaluation in support of contract award. 
  • Prepare and report program Government Furnished Property.
  • Preparing APBs, Program Deviation Reports, and memos
  • Tracking and providing the status of CDRL deliverables submitted by the Contractor.
  • Provide input toward POM Issue creation. 
  • Schedule and attend meetings (virtual and in person)
  • Additional tasking as assigned based on needs of the government customer. 

Requirements

  • Bachelor's degree and at least 10 years of related experience. 
  • DoD and SECNAV series instructions
  • Utilization of NAVAIR Management Tools
  • Development of sound acquisition strategies and execution of integrated Government schedules
  • Execution of budget/phasing plans
  • SECNAV, OPNAV, and OSD policy and documentation related to PPBE, life-cycle management of military acquisition programs.
  • Experience with classified systems, such as SIPR, CNET, etc.
  • Experience working in secure areas and with security protocol.

Preferred experience:  

  • Demonstrated analytical skills for cost and performance trades
  • Experience processing program acquisition, funding, and contract documentation for military programs
  • Experience in managing program/project statuses and schedules
  • High level of proficiency with MS Office (Word, Excel & PowerPoint) 
  • Ability to establish and maintain positive relationships with internal and external customers
  • Effective communication skills, both verbal and written
  • Proactive personality with the ability to work with limited guidance and supervision
  • Demonstrated critical thinking and problem-solving skills
  • Excellent organizational skills, adept at managing competing priorities and initiating projects
  • Experience with program protection
  • Clearance:
    • Active TS/SCI clearance required.
