The Opportunity:
Tetra Tech is adding a Senior Quality Program Advisor - Transportation to support our transportation and civil teams in Florida. This senior-level advisory role will focus on quality assurance, quality control, technical review, process improvement, staff mentorship, and delivery consistency for roadway, traffic, multimodal, utility coordination, permitting, and related transportation/civil assignments.
This position is designed for an experienced transportation professional who can help project teams deliver quality work products, strengthen QA/QC practices, and support compliance with applicable client, agency, and internal quality requirements.

Position Summary:
The Senior Quality Program Advisor will provide independent QA/QC review and senior advisory support to project managers, engineers, and technical staff. The successful candidate will help strengthen quality review processes, mentor staff, review technical deliverables, support lessons learned, and improve consistency across transportation and civil infrastructure projects.
Essential Functions:
  • Perform senior-level QA/QC reviews of transportation and civil infrastructure deliverables, including plans, specifications, estimates, reports, technical memos, and design documentation.
  • Review work products for technical accuracy, completeness, constructability, coordination, and consistency with applicable agency standards and project requirements.
  • Support project managers and discipline leads by identifying quality risks, review comments, and corrective actions before deliverables are submitted.
  • Develop, update, and maintain QA/QC checklists, review workflows, comment logs, lessons learned, and quality documentation.
  • Assist with internal quality audits, project quality reviews, and process improvement initiatives.
  • Provide senior technical guidance related to roadway design, traffic operations, signing and pavement markings, signalization, ITS/TSM&O, utility coordination, permitting, ADA accessibility, and multimodal infrastructure.
  • Mentor engineers, designers, and project staff on quality expectations, technical standards, review practices, and effective project documentation.
  • Support training and knowledge-sharing sessions for transportation staff.
  • Coordinate with internal project teams, operations leadership, and quality management staff.

Required Qualifications:
  • Bachelor's degree in civil engineering.
  • Significant experience in transportation, roadway, or civil infrastructure project delivery.
  • Demonstrated experience performing QA/QC reviews, technical reviews, or senior-level oversight of transportation/civil infrastructure deliverables.
  • Strong understanding of transportation project delivery.
  • Familiarity with FDOT and local agency standards, procedures, and project delivery expectations.
  • Ability to review plans, specifications, estimates, reports, and design documentation.
  • Strong written and verbal communication skills.
  • Ability to mentor technical staff and communicate review comments clearly and professionally.
  • Strong organizational skills and attention to detail.
  • Proficiency with Microsoft Office, including Word, Excel, Outlook, and Teams.

Preferred Qualifications:
  • Professional Engineer license in Florida or another U.S. jurisdiction.
  • 20+ years of transportation or civil infrastructure experience.
  • Experience with FDOT transportation projects, continuing services contracts, districtwide contracts, or local agency programs.
  • Experience with roadway design, traffic operations, signalization, signing and pavement markings, ITS, TSM&O, utility coordination, permitting, and public involvement.
  • Experience developing or improving QA/QC procedures, review templates, comment tracking systems, and quality metrics.
  • Experience mentoring engineers, technical staff, and emerging project managers.
  • Experience supporting multidisciplinary teams in a consulting engineering environment.

Physical Requirements:
• Ability to perform occasional fieldwork, including walking on uneven terrain.
• Ability to lift and carry up to 25 pounds occasionally.
• Ability to sit or stand for extended periods while working at a computer or in the field.
Work Environment / Environmental Factors:
  • This is anticipated to be a part-time, hybrid role based in South Florida.
  • Work will primarily involve office-based or remote technical review, team coordination, quality documentation, and staff mentorship.
  • Limited travel may be required for internal meetings, project coordination, or quality-related site visits.
