Title: Senior Performance Analyst
Program: Program Evaluation and Quality Assurance (PEQA)
Salary Range: $80,000 - $85,000
Program Description:
The Program Evaluation and Quality Assurance (PEQA) Department designs, implements, and manages Project Renewal's systems of performance measurement and management, quality assurance, and quality improvement. PEQA's objective is to enhance the agency's ability to achieve its mission by developing and facilitating processes that measurably improve the quality and effectiveness of our services and operations, and to support agency leadership in managing towards high performance.
Overall Responsibilities:
The Senior Performance Analyst reports to the Senior Director of Program Evaluation and Quality Assurance and collaborates with program and agency leadership to support the use of data to improve services across the agency.
This role is responsible for developing and maintaining advanced reporting, dashboards, and data models, with a strong emphasis on building scalable data solutions, ensuring data integrity, and generating actionable insights to support program and organizational decision-making
Essential Duties and Responsibilities:
The essential duties of the Senior Performance Analyst include but are not limited to the following activities:
Data Modeling, Reporting, and Dashboard Development
  • Design, build, and maintain complex data models to support reporting and analytics, including data transformations and relationships, aggregations and calculated fields/measures, and optimization for performance and scalability
  • Develop and maintain interactive dashboards and reports using tools such as Power BI and SQL-based reporting, ensuring intuitive design and usability for diverse stakeholders
  • Create and manage data pipelines and reporting workflows, supporting automation of recurring reports and dataset refresh processes
  • Ensure data accuracy, reliability, and performance of reporting tools, including monitoring and optimizing dashboard and report functionality
  • Translate business and program requirements into scalable technical reporting and data model solutions
  • Conduct ad hoc analysis and advanced data exploration to identify trends, patterns, and opportunities for improvement

Performance Measurement & Support
  • Supervise and develop a team of data analysts, ensuring high-quality execution of projects and deliverables
  • Support the implementation of the agency's performance measurement and monitoring (PMM) framework across programs
  • Assist in the development and tracking of performance indicators and benchmarks
  • Provide support and guidance to program staff on performance measurement concepts and best practices

Database & Data Systems Management
  • Support data collection, validation, and integration across multiple, disparate systems
  • Assist in maintaining and enhancing databases and underlying data structures used for reporting and analysis needs
  • Contribute to data standardization, data dictionaries, and consistent data definitions across systems
  • Partner with IT to strengthen data integration and interoperability, reducing duplication and improving system efficiency
  • Troubleshoot data discrepancies and resolving data integrity issues
  • Other duties and responsibilities as assigned

Qualifications:
Education & Experience
  • Bachelor's degree required; Master's degree in Public Health, Data Analytics, Public Policy, or related field preferred
  • 3-5 years of experience in data analysis, reporting, or analytics, with a strong emphasis on dashboard development and data modeling
  • 2-3 years of leadership or management experience

Technical Skills
  • Strong experience with data visualization tools (e.g., Power BI, Tableau)
  • Demonstrated experience building complex data models (e.g., star schema, relational models, calculated measures)
  • Experience with data transformation tools (e.g., Power Query, SQL, ETL processes)
  • Experience working with multiple data sources and integrating datasets
  • Familiarity with data governance and data quality best practices
