This job will be part of the Keysight Technology Organization, which helps Keysight be first to market by focusing on top opportunities and market trends that address unmet needs. As the IC Test Engineering Manager, you will lead a dedicated engineering team of RF/microwave test engineers and RCA engineers who develop on-wafer and packaged-device test methods, screening Keysight's internally designed state-of-the-art MMICs and sub-systems for meeting specs and drive disciplined root-cause analysis for complex RF module, interposer, and component-level failures. You will provide technical direction, engineering prioritization, people leadership, and cross-functional alignment, while partnering closely with operations management, which owns the day-to-day test lab operation including coordination, lab scheduling, equipment utilization, and operational execution.

As a key engineering leader in a diverse hardware development organization, you will guide test strategy for automated small- & medium-volume test of integrated circuits and subsystems designed and partly manufactured in-house. You will also ensure that failure-analysis investigations are well structured, data driven, and completed with clear conclusions, corrective actions, and leadership communication. This combined role connects MMIC test engineering with root-cause learning so that test data, reliability findings, manufacturing feedback, and design insights directly improve product quality, reliability, manufacturability, and future architecture decisions.

Key Responsibilities
  • Lead, mentor, and grow a combined engineering team of RF/millimeter-wave test engineers performing on-wafer, packaged-part, module-level MMIC and subsystem test development, and supporting failure-analysis investigations.
  • Partner with operations management on scheduling, capacity planning, work prioritization, and on-time delivery of test data, while retaining engineering ownership of test strategy, technical priorities, and data interpretation.
  • Drive development and continuous improvement of test plans, test fixtures/probe cards, and automated test programs in collaboration with design, product engineering and operations.
  • Ensure data integrity and traceability across test operations; Together with operations management, establish and enforce SOPs, calibration schedules, and quality/safety procedures consistent with Lab’ and corporate standards.
  • Partner with MMIC & subsystem design, manufacturing, and operations to translate IC and subsystem requirements into automated production screening, support yield learning, and drive conclusive failure-analysis outcomes.
  • Define engineering staffing and capability needs, as well as equipment capability and capacity gaps; partner with operations management on test area resource planning and capital equipment execution to address gaps.
  • Track and report key engineering metrics — test time, capacity, RCA investigation status, risks, and corrective-action closure — to lab leadership and program stakeholders.
  • Recruit, coach, and develop engineering team members; conduct performance reviews and support career growth within the IC test engineering team.
Qualifications

Education: B.S., M.S. or PhD in Electrical Engineering or a closely related field, with relevant engineering experience in RF/mm-wave IC characterization, test strategy, and supporting reliability engineering, and root-cause analysis.

3+ years of experience in one or more of the following areas:

  • RF/microwave test engineering or semiconductor test operations, including on-wafer or MMIC/RFIC characterization (e.g., reflection coefficient, matching, TOI, P1dB, noise figure).
  • Hands-on use of test and measurement equipment (network analyzer, signal source, spectrum analyzer, on-wafer probe systems).
  • Wafer probe calibration and measurement of integrated circuits.
  • Expertise in automating electrical test, including test program development in C#, .NET, Python, or Visual Studio.

A strong candidate will have experience across multiple areas listed above and in addition will also have:

  • Familiarity with industry standards and best practices in IC and sub-system testing.
  • Knowledge of semiconductor device physics/manufacturing processes for compound semiconductors (GaAs, InP, etc.).
  • Experience with statistical process control, yield analysis, Design of Experiments (DOE), or failure-mechanism validation applied to test operations and RCA.
  • Familiarity with Keysight test platforms (e.g., PNA/PNA-X) or equivalent industry tools.
  • Experience building structured dashboards or leadership reports using tools such as Excel, Power BI, JMP, or similar platforms.
  • 3+ years directly managing or leading an engineering team in RF/microwave/ millimeter-wave test, semiconductor characterization, failure analysis, or a related hardware development environment.

  • A track record of being highly motivated to accomplish aggressive product development schedules, drive engineering clarity, and partner effectively with operations management to maintain strong test area execution.
  • Demonstrated ability to lead, mentor, and grow engineering staff in a hands‑on, in‑person RF test and failure‑analysis environment.
Location

This role requires an in-person, hands-on engineering leader who can physically work with the test systems, engineering team, RCA activities, and operations management partners in Santa Rosa, CA.
