Job Summary:
The Nebraska Department of Health and Human Services is seeking an experienced IT Applications Developer/Senior to help build and support the critical systems that power public health surveillance across the state. In this role, you'll develop high-performance applications that process healthcare messages and support epidemiologists in identifying emerging health trends.
Responsibilities:
• Design, develop, and implement dataflow applications to meet needs of public health epidemiologists and informaticians.
• Design, develop, and implement information systems to gather, store, and process hundreds of millions of HL7 2.5.1 messages from an HIE/HDU, healthcare networks, hospitals, clinics, etc.
• Design, develop, and implement performance critical database of record for billion-row Syndromic Surveillance program.
• Design, develop, and implement high throughput processing (ETL) system for semi-structured HL7 data.
Qualifications:
Required:
• A bachelor’s degree or equivalent in computer science, information systems, mathematics, engineering or other related field
• Two years of experience, education, or training in coding computer applications
• Programming experience can be substituted for education on a year for year basis
Preferred:
• 10+ years of coding experience in Java
• 10+ years of experience security-hardening internet-facing software applications
• 10+ years and expert level knowledge of SQL
• 10+ years and expert understanding and use of HL7 message profiles
• 10+ years of experience collecting and analyzing Syndromic Surveillance data
• 10+ years of full lifecycle development, which is current within the last year, with special emphasis on Public Health Information Systems
