This leadership role is responsible for establishing engineering priorities, developing operational plans, directing multiple technical teams, and driving continuous improvements that ensure resilient, secure, and highly available enterprise services supporting critical government missions globally. Working across infrastructure, cloud, networking, enterprise monitoring, and operations organizations, you will lead complex engineering initiatives, influence technical direction across multiple functional areas, and partner with Government stakeholders to develop innovative solutions that improve operational performance and advance customer mission objectives. We're looking for a collaborative technical leader who combines deep engineering expertise with operational excellence and a passion for developing high-performing teams. Your ability to solve complex infrastructure challenges, introduce innovative technologies, establish engineering standards, and influence cross-functional teams will be essential to maintaining operational excellence while supporting the evolving needs of our customer. Responsibilities * Lead multiple engineering and operations teams responsible for enterprise infrastructure, implementation services, and the 24x7x365 Enterprise Operations Center (EOC), establishing tactical priorities, operational objectives, and engineering standards that support mission success.
* Develop engineering roadmaps, operational plans, technology standards, and capacity strategies that improve service delivery, support organizational objectives, and position the program for future growth.
* Direct engineering organizations supporting physical and virtual hosting environments, cloud platforms, enterprise monitoring, and mission-critical systems operating across domestic facilities and overseas locations.
* Lead the design and implementation of resilient enterprise infrastructure that improves system availability, scalability, operational efficiency, and business continuity while balancing technical risk and customer requirements.
* Develop and execute enterprise monitoring strategies that provide comprehensive visibility across infrastructure, applications, databases, networks, and cloud environments through proactive monitoring, alerting, analytics, and operational intelligence.
* Oversee implementation and optimization of enterprise monitoring technologies including Oracle Enterprise Manager, Splunk, AppDynamics, Zabbix, and emerging observability platforms.
* Manage the Enterprise Operations Center as the central coordination point for Tier II and Tier III incident management, event correlation, operational analytics, executive communications, and service restoration activities.
* Lead root cause analysis efforts following major incidents and implement corrective actions, process improvements, and engineering enhancements that improve long-term system reliability and operational performance.
* Direct multiple engineering and implementation projects simultaneously within complex production environments, balancing operational priorities, schedule, customer requirements, and technical risk.
* Lead system and application migrations to AWS, Azure, and hybrid cloud environments while ensuring secure, efficient, and minimally disruptive implementations.
* Partner with Government customers, program leadership, and cross-functional technical teams to evaluate infrastructure requirements, develop implementation strategies, and provision enterprise technology solutions.
* Identify opportunities to improve engineering processes, introduce automation, mature operational capabilities, and implement innovative technologies that enhance reliability, scalability, operational efficiency, and customer satisfaction.
* Establish and maintain engineering standards, implementation methodologies, technical documentation, and operational best practices that promote consistency and continuous improvement across multiple technology disciplines.
* Evaluate operational performance through service metrics, SLAs, KPIs, and engineering analytics, implementing improvements that strengthen operational maturity and mission outcomes.
* Provide leadership, coaching, mentoring, and performance management for engineering managers, technical leads, and senior engineers while fostering a collaborative, high-performing organization focused on accountability, innovation, and continuous improvement. Qualifications Required * Active Top-Secret clearance.
* Bachelor's degree in information technology, Computer Science, Engineering, or a related discipline, or equivalent combination of education and experience.
* Seven (7) or more years leading engineering or enterprise operations organizations supporting Federal IT environments of similar scope, size, and complexity.
* Demonstrated success leading multiple engineering teams responsible for enterprise infrastructure, implementation services, operations center functions, or cloud environments.
* Experience developing engineering strategies, operational plans, technology standards, and infrastructure roadmaps that improve service delivery and operational performance.
* Experience managing enterprise monitoring capabilities, Network or Enterprise Operations Centers, and coordination of critical incidents supporting highly available production environments.
* Experience managing technical and organizational change across complex infrastructure environments while collaborating with Government stakeholders and cross-functional technical teams.
* Proven ability to lead multiple engineering initiatives simultaneously within production environments while balancing operational priorities, customer expectations, technical risk, and schedule.
* Experience leading enterprise infrastructure modernization and system or application migrations to AWS, Azure, or hybrid cloud environments.
* Demonstrated ability to identify opportunities for process improvement, introduce new technologies, and implement engineering solutions that improve operational efficiency and mission effectiveness. Desired Qualifications * Experience introducing emerging technologies, automation capabilities, observability platforms, or AI-enabled operational tools that improve enterprise service delivery and operational maturity.
* ITIL v4 Foundation, Managing Professional, or equivalent certification.
* Project Management Professional (PMP) certification.
* Experience with enterprise monitoring and observability platforms including Oracle Enterprise Manager, Splunk, AppDynamics, Zabbix, Dynatrace, Grafana, or similar technologies.
* Experience supporting the Department of State or similarly complex globally distributed Federal enterprise environments. This position is contingent on funding and may not be filled immediately. Pay Range : There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications.
