PSE's IT Application Solutions team is looking for qualified candidates to fill an open Senior GIS Application Development Analyst position!

Job Description
Puget Sound Energy's Operations Mobile Workforce team is seeking a Senior GIS Application Development Analyst with deep expertise in the ESRI ArcGIS software suite to join our dynamic and growing team.
In this role, you will take ownership of the design, build, deployment, and maintenance of ESRI ArcGIS platform solutions that empower PSE's gas and electric business office and field workers. You'll provide critical support for a diverse portfolio of ArcGIS office and mobile applications, including asset maps, situational awareness dashboards, storm response tools, damage assessment systems, gas regulatory reporting, pipeline safety applications, digital leak surveys, vegetation management, and field inspections-directly contributing to the safety and reliability of our operations.
While ArcGIS expertise will be central to this role, we're equally looking for a forward-thinking technologist who is passionate about staying ahead of the curve in the rapidly evolving digital utility landscape. Job Responsibilities
  • Collaborate with business users to analyze and translate business requirements into technical solutions.
  • Diagnoses complex problems, develops and implements GIS solutions. Effectively understand relevantbusiness processes so they can be modeled in internal systems.
  • Provides day-to-day support for production environments.
  • Performs complex and demanding tasks dealing with the analysis, design, configuration, development andimplementation of solutions serving business line and functional units
  • Maintains or develops complex application components (analysis, design, development and implementationof solutions) based on functional requirements in the (specialized technical requirements as shown inattachment) environments.
  • Leads coordination, facilitating interactive analysis and design sessions with representatives of business lineand functional units.
  • Carries out detailed system design and writes functional and technical requirements/specs, develops testplans and applies testing, and quality monitoring procedures.
  • Provides guidance to business and functional units in developing tests and training plans and materials.
  • Provides day-to-day support to business users and to IT developer peers, as well as drives improved userproductivity through developing and implementing new business process and systems solutions.
  • Leads other team members, as required during the development cycle of assigned projects.
  • Provides guidance to business and functional units in developing test scripts, training plans and materials.
  • Responsible for the identification and resolution of gaps in the business processes. Is involved insecurity/authorization set-up, user documentation, data interface design, data migration and reconciliation.
  • Specifies and applies testing and quality monitoring procedures.
  • Provides necessary coordination, facilitating interactive analysis and design sessions with representatives ofbusiness line and functional units.
  • Contributes to annual and 5-year capital IT budgets.

  • Mentors others and monitors other business or technical analysts in project software development methodsand processes, and aligns these processes with project needs.
  • Based on a solid understanding of scope and processes, can independently gather/establish businessrequirements of new developments to meet changing business needs.
  • Provides technology direction to business for tactical approaches.
  • Establishes and manages moderate sized project plans.
  • Manages interface activities with middleware systems and processes that connect to core systems.
  • Works to create Centers of Excellence based on best practices.
  • Acts as a champion in standards and methodology governance, performing code, design and standardreviews for others within the department.

Minimum Qualifications
  • Bachelor's degree in Computer Science, Industrial Engineering, Business Administration, or related field.
  • 5+ years IT experience, including several years of systems development experience in the design and development of department-wide or enterprise-wide applications.
  • Detailed understanding and 5+ years programming languages (specialized technical requirements as shown in attachment) and strong knowledge of office applications (e.g. Microsoft Office).
  • Possesses full technical knowledge of phases of software development life cycle.
  • Experience with at least two full life cycle implementations of a new application or purchased application.
  • Extensive knowledge of multiple languages, i.e (specialized technical requirements as shown in attachment) environment, active business processes, business areas, as well as industry.
  • Knowledge of systems and/or business analysis design concepts. Demonstrated proficiency in the applied use of systems and process analysis tools. Full system life cycle experience, including development lifecycle methodologies.
  • Demonstrated understanding of Structured Query Language (SQL).
  • Ability to facilitate interactive design and functional specification sessions.
  • Highly developed interpersonal, written and verbal skills with an ability to express complex technical concepts in business terms. Excellent technical writing and system documentation skills.
  • Strong analytical problem-solving, and conceptual skills.
  • Demonstrated project management skills for moderate sized projects.
  • Must be a "team player" able to work with management in developing and implementing new processes and enabling systems. Able to work with end user groups to define application needs and identify feasible solutions.
  • Proactive, self-motivated with the ability to motivate others and a customer-focused service attitude.
  • Good organizational skills, with the ability to meet objectives and effectively multi-task.
  • Ability to work with multiple levels of the organization, both technical and non-technical.

The pay range for this position is $103,100.00 - $181,300.00, and this position is eligible for annual goals based incentive bonuses.
