At Horrocks, we believe the best work comes from companies with values, that our people are our greatest resource, and that we have a responsibility to the communities where we live and work.
We are seeking a skilled and motivated mid-level Traffic Engineer specializing in traffic signals, street lighting, and/or Intelligent Transportation Systems (ITS) to support the planning, design, and delivery of transportation projects. This role is ideal for an engineer with 4+ years of experience who is ready to expand technical depth, take ownership of complex design tasks, and contribute meaningfully to project success.
The Traffic Engineer will work closely with senior engineers, project managers, and clients to deliver thoughtful, high-quality traffic, signal, ITS, and roadway lighting solutions that improve safety and mobility for communities.
This position will mainly support our Utah offices but will have opportunities to support other offices throughout the western region of the United States on larger projects.
  • Perform traffic engineering analysis and design with a focus on ITS, traffic signal systems, and roadway lighting
  • Prepare detailed plans, specifications, cost estimates, technical memoranda, and reports
  • Design traffic signal layouts, timing plans, and interconnect systems in accordance with agency standards
  • Develop roadway and intersection lighting designs, including layout and photometric calculations
  • Support project managers with task-level coordination, scheduling, and budget tracking
  • Independently perform all the tasks necessary to complete primary design elements for engineering works
  • Collaborate with multidisciplinary teams, clients, agencies, and utilities to advance project delivery
  • Apply MUTCD, FHWA, AASHTO, and state and local DOT standards throughout project development
  • Participate in meetings with clients and agencies and contribute to technical discussions and presentations
  • Support quality control reviews, respond to comments, and ensure accurate, complete deliverables
  • Bachelor's degree in Civil Engineering from an ABET-accredited program
  • 4+ years of professional experience in traffic or transportation engineering
  • Professional Engineer (PE) license or ability to obtain within a reasonable timeframe
  • Demonstrated experience working on ITS, traffic signal, and roadway lighting projects
  • Working knowledge of MUTCD, FHWA guidance, AASHTO standards, and DOT design criteria
  • Proficiency with Bentley OpenRoads, AutoCAD Civil 3D, Agi32, or similar design software
  • Experience with traffic analysis tools such as Synchro, SimTraffic, VISSIM, HCS, or SIDRA is a plus
  • Strong written and verbal communication skills with the ability to manage multiple assignments, meet deadlines, and collaborate effectively within a team environment
At Horrocks, you can expect a competitive base salary and award-winning benefits. Including, but not limited to:
  • Medical, dental, vision, life, and disability insurance
  • Generous paid time off
  • 401(k): 50% match of contribution up to 6%
