Job description

Program: Comprehensive Legal Services to Unaccompanied Alien Children (UAC) – Program Management Office (PMO) Contract

Customer: U.S. Department of Health and Human Services (HHS) – Office of Refugee Resettlement (ORR), Washington, D.C. Capital Area

Work Location: 100% Remote Telework (U.S.-based)

Employment Type: Full-Time / W-2

Clearance: Must be a U.S. Citizen and able to obtain and maintain an HHS Public Trust background investigation

POSITION SUMMARY

The Senior Finance Manager leads the finance function for CPMC's HHS/ORR UAC Legal Services PMO contract. This senior resource is accountable for the complete invoicing pipeline — gathering and collating all invoice documentation across the program, preparing and submitting invoices to HHS, reconciling billing to source, and tracking program funding — with Microsoft Dynamics 365 as the ERP of record. The Senior Finance Manager supervises the Billing Analyst and partners daily with Subcontracts, the Senior Financial Analyst, and the PMO Lead.

KEY RESPONSIBILITIES
  • Gather and collate all invoice documentation across the program — prime costs, subcontractor invoices, and supporting detail — into complete, auditready monthly billing packages.
  • Own invoice submittal to HHS through the customer's required channels (IPP or agency portal) and manage rejections, questions, and resubmissions to samecycle resolution.
  • Perform monthly invoice reconciliation: billed vs. incurred cost, unbilled receivables, retainage, and cash application — all within Microsoft Dynamics 365.
  • Own program funding tracking: obligations, expenditures, and available funding by CLIN/task; issue timely Limitation of Funds (FAR 52.23222) notifications to HHS and the PMO Lead.
  • Supervise the Billing Analyst; review work product, set the billing calendar, and enforce monthend close discipline.
  • Serve as the senior finance interface with the HHS COR and HHS financial management staff.
  • Oversee subcontractor invoice compliance reviews in coordination with the Subcontracts Manager before payment release.
  • Support Incurred Cost Submissions, provisional billing rate actions, and DCAA/HHS audit inquiries.
  • Drive continuous improvement of invoicing workflows and reporting in Dynamics 365 (automation, controls, reconciliation reporting).
  • REQUIRED QUALIFICATIONS
  • U.S. Citizenship (required for HHS background investigation).
  • Ability to obtain and maintain an HHS Public Trust background investigation.
  • Bachelor's degree in Finance, Accounting, or a related field; Master's or CPA/CGFM preferred.
  • Minimum 8 years of federal government contract finance experience, including invoice management and funding tracking on HHS contracts (ACF/ORR, CMS, HRSA, or similar).
  • Demonstrated supervisory experience over a billing or finance team.
  • Advanced, handson proficiency with Microsoft Dynamics 365 (Finance & Operations or Business Central) for project accounting, invoicing, and reconciliation.
  • Working command of FAR Part 31 cost principles, CAS, and costreimbursable / T&M billing environments.
  • PREFERRED QUALIFICATIONS
  • CPA, CGFM, or CDFM certification.
  • Experience with IPP submissions and HHS payment workflows.
  • Prior finance leadership on an HHS/ORR or immigrationrelated program.
  • DCAA audit and Incurred Cost Submission experience.

CPMC does not deliver any direct legal services under this contract; our scope is limited to PMO oversight, governance, financial administration, and subcontractor management on behalf of HHS. This position directly supports that mission.
