Overview
DecisionPoint seeks an E-EFMP Development Lead and Scrum Master to serve as the principal architect and technical lead for enterprise application development supporting a large federal and DoD-aligned mission environment. This senior role ensures that E-EFMP software solutions are secure, scalable, high-performing, and designed according to best practices for modern cloud-based architectures.
The E-EFMP Development Lead / Scrum Master coordinates Agile execution across cross-functional engineering teams, guides secure development, mentors developers, enforces architectural standards, and collaborates with key stakeholders to support user-centric, mission-driven product delivery.
This position is fully remote.
Duties & Responsibilities
The E-EFMP Development Lead / Scrum Master will:
  • Serve as the principal architect responsible for secure, scalable, and reliable application design.
  • Lead Agile ceremonies including sprint planning, refinement, daily standups, reviews, and retrospectives.
  • Guide development teams through technical implementation, secure coding, and modern engineering patterns.
  • Translate product requirements into actionable technical tasks and architecture-aligned user stories.
  • Oversee code quality, design integrity, integration patterns, and API interaction models.
  • Ensure application architecture complies with DoD cybersecurity requirements and secure development guidance.
  • Collaborate with cloud and infrastructure teams to support deployment models, CI/CD workflows, and operational readiness.
  • Facilitate troubleshooting and root cause analysis for complex defects or system behaviors.
  • Mentor developers, promote engineering maturity, and drive continuous improvement.
  • Review technical documentation, architecture diagrams, and release readiness artifacts.
  • Provide coordination and leadership across engineering, product, UX, cybersecurity, and testing teams.

Qualifications
Clearance Requirement
Must hold an active Secret clearance, supported by a Tier 3 background investigation.
Education (Required)
Bachelor's degree in Information Technology, Computer Science, or a related field.
Experience (Required)
  • Minimum 10 years of experience in software development, architecture, or engineering leadership.
  • Experience serving as a technical lead or Scrum Master within Agile software development teams.
  • Experience architecting secure, scalable, enterprise-grade applications.
  • Experience supporting cloud-hosted systems, preferably AWS GovCloud.
  • Experience collaborating with cross-functional engineering, UX, and cybersecurity teams.

Technical Knowledge (Required)
  • Strong understanding of Agile development, secure coding, and DevSecOps practices.
  • Knowledge of enterprise software architecture, API design, and integration patterns.
  • Familiarity with DoD cybersecurity requirements, coding standards, and configuration guidelines.
  • Understanding of CI/CD pipelines, build automation, and environment readiness.

Technical Knowledge (Preferred)
  • Experience with container-based architectures or microservices.
  • Experience with modern JavaScript frameworks, backend languages, or full-stack development.
  • Familiarity with monitoring, logging, and performance optimization tools.

Certifications
Required:
  • CompTIA Security+

Preferred:
  • Certified ScrumMaster (CSM)
  • AWS cloud certifications
  • ITIL v4 Foundation
  • Agile or product delivery certifications

Skills
  • Strong leadership and facilitation skills.
  • Excellent communication and coordination ability across technical and non-technical teams.
  • Strong architectural decision-making and technical problem-solving capabilities.
  • High attention to detail and commitment to secure, high-quality engineering.
  • Ability to drive Agile maturity and predictable software delivery.
