Job Description:

AltaLink is looking to hire a Senior Compliance Engineer. The Senior Compliance Engineer will support the functions and objectives of the newly established Compliance Operations team. The role will be required to build and maintain strong working relationships with AltaLink’s operational teams and cross-functional stakeholders across all levels of the organization, to ensure compliance processes and procedures are in place to evidence compliance to external requirements, including Alberta Reliability Standards/CIP requirements, ISO Rules, and others as the compliance needs of the business evolves. This position offers the opportunity to help shape AltaLink’s path forward in a time where evolving reliability and security requirements continue to converge and rapidly change. Identifying new and innovative solutions for compliance as well as working closely and collaboratively with various AltaLink internal departments and other members of the industry will be key for this role’s success.

Responsibilities:

  • Develop and maintain an understanding of compliance with Alberta Reliability Standards, ISO Rules, emerging reliability and security requirements and regulations and advise on how AltaLink can achieve compliance in those areas.
  • Draft, review and improve processes and procedures to ensure the evidence collected meets compliance requirements under the rules, standards and regulations.
  • Perform risk assessments and direct compliance assessments and assurance/monitoring activities in accordance with established compliance programs.
  • Coordinates working groups to ensure continuous improvement of standards, processes, technologies, and evidence
  • Review evidence for any non-compliance or contravention of rules or standards.
  • As required, support and/or lead investigations into non-compliance events including facilitating root cause analysis and proposing remediation plans.
  • Review and advise on the drafting of self‑reports and mitigation plans for submission to the Market Surveillance Administrator, including coordination of leadership review to ensure accurate and timely submissions.
  • Lead the drafting and project management of responses to information requests received from regulators, including coordination of internal inputs and leadership review, to ensure accurate and timely submissions.
  • Assist and support all external or internal auditing of Compliance with the applicable rules and requirements, including technical review and validation of evidence and preparation of required audit documentation
  • Provide technical leadership and expertise on process development and internal control design to prevent instances of non-compliance and to improve AltaLink’s Compliance Program performance.
  • Assist in driving consistency across functional areas in conforming to standards, processes, and evidence.
  • Participate in industry technical groups as required.
  • Propose draft comments in regulatory consultations relating to compliance including ISO Rules, ARS standards or MSA consultations.
  • Support audits by coordinating audit activities, preparing and validating evidence, and responding to auditor inquiries.
  • Demonstrate key behaviors and meet identified expectations outlined in our four cultural pillars – one team, continuous improvement, customer focus and personal accountability.

Requirements

  • University Bachelor Degree(s) in Engineering required or a related field.
  • Minimum 10 years of experience in the electric utility industry or a similarly regulated environment, including experience in operations, engineering, compliance, cyber security, asset management, or other related technical disciplines.
  • Proven ability/experience in above noted responsibilities.
  • Experience with NERC or Alberta Reliability Standards is required.
  • Experience with Compliance Management Systems, such as AssurX or SAP GRC would be an asset.
  • Experience in a regulatory environment would be an asset.
  • Experience in regulatory compliance programs, audit activities, or internal assurance/audit functions would be an asset.
  • Collaborative and diplomatic personality. Team player attitude is essential.
  • Ability to engage and lead others.
  • Ability to analyze, interpret and evaluate technology applications to solve compliance requirements.
