Position Overview
We are seeking a Senior Financial Management Analyst/Consultant to support PAE MS / NAVWAR Command clients in San Diego, CA. This role involves delivering high-impact financial management and accounting support to U.S. government clients. You will work both independently and collaboratively within a consulting team, supporting day-to-day financial operations and long-term strategic planning.
Key Focus Areas
  • Supporting complex Planning, Programming, Budgeting, and Execution (PPBE) and programmatic initiatives
  • Developing, executing, and monitoring DoW budgets and annual financial spend plans
  • Conducting account reconciliations, variance analyses, financial tracking, reporting, budgeting, and forecasting
  • Advising client leadership on critical financial and operational decisions

Responsibilities
  • Enter and maintain accurate financial data in government systems (e.g., Navy ERP, Standard Procurement System, and successor systems)
  • Assist with budget formulation, cost management, and variance analysis
  • Measure organizational performance and assess program and policy impacts on funding
  • Research financial and economic trends affecting program execution and spending
  • Ensure compliance with policies, regulations, and guidelines governing budget formulation and execution
  • Manage multiple funding types and coordinate with cross-functional stakeholders
  • Prepare and brief financial reports, budgets, analyses, and executive-level summaries
  • Develop recommendations and courses of action (COAs) to resolve financial issues
  • Interpret and apply financial management policies, regulations, and strategic objectives

  • Strong analytical and problem-solving skills with minimal supervision
  • Proven ability to quickly learn new systems, processes, and tools
  • High attention to detail and accuracy
  • Advanced Excel proficiency (used daily)
  • Proficiency with Microsoft Office (PowerPoint, Word, Access, Outlook)
  • Experience using data visualization tools (e.g., Power BI, Tableau)
  • Familiarity with Navy Enterprise Resource Planning (N-ERP) preferred

Qualifications
  • Bachelor's degree from an accredited institution
  • 7+ years of Navy/DoW financial management or relevant federal consulting experience
  • Strongly preferred: Department of the Navy (DoN) experience, including accounting, consulting, finance, NAVWAR financial systems, and PPBE processes
  • Ability to obtain a SECRET government security clearance (TS/SCI may be required for certain projects)
  • Certified Defense Financial Manager (CDFM) certification preferred
