Senior Java Developer / Java Programmer

Program: IRS Master File Research and Analysis (MFRA)

Place of Performance: Hybrid—approximately 25% at the New Carrollton Federal Building, 5000 Ellin Road, Lanham, MD 20706, and 75% at the contractor’s location. The employee must be able to report to the Government site within two hours of notice.

Position Summary

The Senior Java Developer will provide full-lifecycle software development, operations and maintenance, integration, testing, deployment, and production support for IRS Master File Research and Analysis applications. The individual will develop and enhance secure, scalable, high-performance Java applications supporting Filing Season, Mid-Year, Tax-Year, legislative, and mandated system changes.

The position requires experience supporting Java applications that integrate with IRS legacy IBM mainframe environments, including mainframe batch processes, data services, and interfaces involving COBOL, CICS, DB2, Assembly Language Coding, JCL, and AEV JCL.

The Senior Java Developer will work as part of an integrated IRS-led technical team and collaborate with Java developers, COBOL and mainframe developers, business analysts, database specialists, DevOps engineers, security personnel, and Government stakeholders.

Essential Duties and Responsibilities

  • Analyze business requirements, work requests, system specifications, and technical documentation.
  • Design, develop, code, test, integrate, deploy, and maintain Java and Java Enterprise Edition applications.
  • Develop and maintain RESTful web services and application programming interfaces using JAX-RS or comparable technologies.
  • Apply object-oriented programming principles, Java design patterns, Spring Framework, Hibernate, and modern web-development technologies.
  • Develop user-interface components using JavaServer Faces, PrimeFaces, React, or comparable frameworks.
  • Design and build scalable, secure, reliable, and high-performance applications.
  • Deploy and support Java applications using Red Hat JBoss Enterprise Application Platform 7.2.6 or newer.
  • Develop, maintain, and troubleshoot Java applications that interface with IBM mainframe systems, COBOL/CICS/DB2 applications, Assembly Language Coding components, batch-processing environments, and IRS shared data services.
  • Analyze and support mainframe batch jobs, JCL and AEV JCL procedures, job outputs, datasets, interface files, system logs, job failures, and application integration issues.
  • Use IBM mainframe and development tools such as IBM Suite, File Manager, IBM Debugger, Eclipse/RDz, and Endevor to support application development, testing, troubleshooting, configuration management, and deployment activities.
  • Coordinate with COBOL, CICS, DB2, Assembly Language Coding, database, and infrastructure specialists to resolve interoperability and integration problems between Java and legacy mainframe applications.
  • Investigate mainframe interface failures, batch-processing problems, data-transfer issues, job abends, database errors, and production defects affecting Java applications.
  • Support Final Integration Testing readiness, defect investigation, code corrections, production implementation, and post-deployment monitoring for Java and mainframe-integrated applications.
  • Integrate applications with IRS enterprise systems, shared services, databases, infrastructure, and external interfaces.
  • Develop and maintain solutions using Oracle, PL/SQL, DB2, XML, HTML, and related technologies.
  • Perform unit, functional, automated, integration, regression, performance, load, and security testing using JUnit or equivalent tools.
  • Investigate application incidents, defects, and ServiceNow problem tickets, including high-priority P1 and P2 issues.
  • Troubleshoot application, web-service, database, mainframe-integration, batch-processing, and production-performance problems and implement corrective solutions.
  • Support code builds, configuration management, and deployment activities using Jenkins/Hudson, Maven, ANT, GitHub, and Endevor.
  • Use Linux RHEL 8.0 and Linux shell scripts to support application development and operations.
  • Apply secure-development practices and support compliance with FISMA, Section 508, IRS security requirements, and applicable lifecycle standards.
  • Develop and maintain required technical documentation, including design specifications, test plans, deployment plans, programming requirements, operating instructions, system manuals, mainframe-interface documentation, and knowledge articles.
  • Participate in Agile Scrum activities, including planning, development, testing, demonstrations, deployments, retrospectives, and Change Control Board meetings.
  • Conduct technical and architectural reviews to verify solution feasibility, quality, security, interoperability, and alignment with program requirements.
  • Maintain accurate code, configuration, testing, and lifecycle artifacts in designated repositories.
  • Provide technical guidance, knowledge transfer, coaching, and mentoring to team members and IRS personnel.
  • Explain complex Java, mainframe, database, and integration matters to nontechnical stakeholders and prepare presentations or briefings for Government leadership.
  • Support production implementations and post-deployment monitoring to ensure system stability and timely resolution of issues.

Minimum Qualifications

  • Bachelor’s degree in Computer Science, Software Engineering, Information Technology, Information Systems, or a related technical field.
  • At least eight years of professional Java development experience, including application design, coding, testing, integration, deployment, and maintenance.
  • Hands-on experience supporting Java applications that integrate with IBM mainframe systems, legacy applications, batch-processing environments, or mainframe-hosted data services.
  • Experience with IBM mainframe tools and technologies such as JCL, AEV JCL, File Manager, IBM Debugger, Eclipse/RDz, Endevor, or comparable technologies.
  • Experience integrating or troubleshooting Java applications and interfaces involving COBOL, CICS, DB2, Assembly Language Coding, batch jobs, mainframe datasets, or related legacy components.
  • Strong experience with object-oriented programming, Java design patterns, Spring Framework, Hibernate, and web technologies.
  • Demonstrated experience designing and developing scalable, high-performance enterprise applications.
  • Experience with Java/Java EE, JAX-RS, JUnit, JBoss EAP, Maven, ANT, Jenkins/Hudson, GitHub, and Linux.
  • Experience developing or integrating RESTful web services and shared APIs.
  • Experience with Oracle, PL/SQL, DB2, or comparable relational database technologies.
  • Experience troubleshooting production applications and resolving software defects, mainframe-integration issues, batch-processing failures, and performance problems.
  • Experience working in Agile software-development environments.
  • Strong written and verbal communication skills.
  • Ability to work effectively with multidisciplinary Java, mainframe, database, DevOps, security, and Government teams.
  • Must hold an active IRS Minimum Background Investigation or a qualifying federal background investigation that satisfies the Government’s requirement at the time of proposal submission.
  • Must maintain the required investigation and staff-like access eligibility throughout employment.
  • Must be a U.S. citizen.

Preferred Qualifications

  • Current Java professional certification.
  • Experience supporting IRS or U.S. Department of the Treasury systems.
  • Knowledge of IRS Master File systems, particularly the Business Master File or Individual Master File.
  • Familiarity with CFOL command codes and federal tax-processing applications.
  • Experience supporting IBM mainframe applications or environments involving COBOL, CICS, DB2, Assembly Language Coding, JCL, AEV JCL, VSAM, panels, copybooks, or skeleton procedures.
  • Experience troubleshooting mainframe batch failures, job abends, data-interface problems, DB2 issues, and Java-to-mainframe integration defects.
