We are seeking a Senior ALC Developer with deep Assembly Language Coding expertise who can develop, debug, and optimize high-performance routines at the heart of these high-availability systems, and who excels at the system integration work that keeps a complex mainframe environment running reliably. Position Overview

The Senior ALC Developer will be responsible for developing, maintaining, debugging, and optimizing Assembly Language Coding (ALC) applications on an IBM Mainframe platform in support of a federal tax processing and master file research environment. This role requires extensive experience in mainframe application development, a strong command of system integration within a high-availability environment, and the ability to troubleshoot and optimize performance at a low level. The developer will collaborate with cross-functional teams to resolve production issues, implement enhancements, and ensure all changes meet federal standards before deployment.
This is a full-time, hybrid role requiring availability during normal business hours, with occasional night and weekend work as needed based on project demands. Personnel must have reasonable access to the government site in Lanham, MD and be able to travel there within two hoursโ€™ notice. The Senior ALC Developer reports to the Technical Program Manager and works closely with development, testing, and operations teams to ensure high-quality software development and system integration.

Key Responsibilities

  • Develop, test, debug, and maintain Assembly Language Coding (ALC) applications on an IBM Mainframe platform
  • Perform mainframe application development, optimization, and low-level performance tuning
  • Support system integration efforts within a complex, high-availability environment
  • Work extensively with Job Control Language (JCL), AEV JCL, VSAM, Panels, Copybooks, and Skeleton PROCS
  • Troubleshoot and resolve production problems in a timely manner to sustain system availability
  • Follow Production Environment Control Process (PECP) guidelines and the ServiceNow ticket and Endevor transmittal processes
  • Use CFOL Command Codes for research and support analysis of IRS Individual and Business Master Files
  • Design, modify, and document coding changes for application enhancements and legislative mandates
  • Perform peer reviews and ensure adherence to coding best practices
  • Ensure software changes are defect-free before deployment to production
  • Produce Enterprise Life Cycle (ELC) documentation such as DSR, iBSR, ICD, and TRR
  • Utilize the IBM Engineering Lifecycle Management (ELM) Tool Suites, including DOORS Next, Jira, and Endevor
  • Support Agile development practices and collaborate with stakeholders to define and implement technical solutions


Qualifications:


Education:

  • Bachelorโ€™s degree in Computer Science, Information Systems, or a related field (or equivalent experience)


Experience:

  • At least 8 years of experience in ALC (Assembler Language) development
  • Strong experience in mainframe application development, debugging, and optimization
  • Expertise in system integration and working within a high-availability environment


Technical Expertise:

  • IBM Mainframe Assembly Language Coding (ALC)
  • IBM Suite, File Manager, Job Control Language (JCL), AEV JCL, and IBM Debugger
  • VSAM, Panels, Copybooks, and Skeleton PROCS
