Job description

Title:

Program Analyst, Senior (Aircrew Systems Requirement Support)

Program Summary:

Job Summary:

KBR is seeking to hire a Program Analyst, Senior (Aircrew Systems Requirement Support) to provide expert-level support, analysis and aviation-related safety equipment subject matter expertise evaluation to the Aircrew Systems (ACS) Requirements Officer by conducting of aircrew systems planning in support of U.S. Navy fleet aircrew systems and equipment for OPNAV N980L.

Roles and Responsibilities:

  • Support the ACS Requirements Officer during all phases of the Joint Capabilities Integration and Development System (JCIDS) process.
  • This includes technical writing and preparation of formal requirements documents such as: concepts of operations, concept of employment, capabilities-based assessments, analysis of alternatives, initial capabilities documents, capabilities development documents, and requirements memoranda.
  • Provide analysis on Future Year's Defense Program (FYDP) and year of execution requirements vetting to ensure the fleet's top priorities are supported and defended.
  • Provide technical analysis support and understanding of program requirements to the Fleet (Naval Aviation Requirements Group (NARG), Enabler NARG (ENARG), TYCOM Priority Panel (TPP), Operational Advisory Group (OAG), Users Conference, etc.) and other NAVAIR Program Managers (PMs), SYSCOMs, and Joint Services for existing and arising products and capabilities.
  • Support the prioritization and incorporation of Fleet-generated requirements NARG, ENARG, TPP, OAG, Users Conference, etc. to develop the Program Requirements Review (PRR) brief to OPNAV N98 to include justification and issue sheets.
  • Provide support in the generation of the Aircrew Systems Master Plan and Roadmap, which directly feeds Type Model Series (T/M/S) Platform Capability Evolution Plans, to document and plan for future aircrew systems capabilities.
  • Ensure thorough coordination and communication with Program Manager for Aviation (PMA) 202 in fulfilling OPNAV N98 requirements, significantly improving warfighter capability and safety.
  • Work with PMA 202 to assist the government in the development of the OPNAV N98 ACS POM brief to include supporting documentation (justification and issue sheets).
  • Maintain communication with Navy and Marine Corps Fleet Aircrew Systems requirements officers and the Physiological Episodes Action Team (PEAT) on Fleet requirements from a range of sources and types.
  • Provide guidance and support to program office staff to ensure thorough synchronization with the DoD Planning, Programming, Budgeting and Execution process.
  • Monitor the Program Budget Information System (PBIS) for changes and construct load sheets as needed in support of budget programming.
  • Build government approved POM issue sheets to define program needs or shortfalls.
  • Expert level of knowledge on Aviation Life Support Systems (ALSS), aviation flight equipment, helmet-mounted visual systems, aviation chemical biological protective equipment, ejection/non-ejection seats, aviation personal protective equipment, and rescue/survival equipment.
  • Expert level of knowledge of CNAF M-3710.7(series) NATOPS General Flight and Operating Instructions Manual to enable the interpretation and implementation of NATOPS rules, restrictions, and guidelines.

Basic Qualifications:

  • U.S. Citizen. Active Secret clearance is acceptable and must have the ability to obtain a Top-Secret clearance with SCI eligibility.
  • High school diploma and must have a minimum of 15 years of aviation aircrew systems experience.
  • Working knowledge of Microsoft Office Suite, to include, but not limited to, Word, Excel, Access, Notebook, Power Point, and Outlook.

Preferred Qualifications:

  • Top Secret security clearance with Sensitive Compartmented Information (SCI) eligibility (TS//SCI) is preferred.
  • BS/BA degree is desired, it is not a requirement for this position.

Work Location: Must be willing to work onsite at the Pentagon.

Compensation: $133,515 - $200,330. The salary range posted is for Washington, DC locations. The offered rate will be based on the selected candidate's knowledge, skills, abilities, and/or experience, contract affordability, and in consideration of internal parity.
