Main Purpose of Job

This is an administrative and specialized analytical position responsible for conducting complex studies and developing data-driven policy recommendations to optimize the efficiency and effectiveness of Maryland's Child Support Program. The primary function of this role is to design, execute, and analyze a comprehensive caseload study to determine the optimal caseload size for Child Support Specialists/Workers (CSSWS) that correlates with successful program outcomes, including establishment of paternity, support order establishment, and timely collections. The incumbent will be responsible for synthesizing findings into actionable policy proposals for CSA leadership.\r\n

POSITION DUTIES

\r\n\r\n\r\n Design a rigorous quantitative and qualitative methodology for\r\n analyzing CSSW caseloads. This includes defining 'successful\r\n program outcomes' using key performance indicators (KPIs)\r\n such as federal performance measures (e.g., Paternity Establishment Percentage,\r\n Cases with Orders Established, Current Collections, Arrears Collections).\r\n Collaborate with CSA IT\r\n and Operations staff to extract and manage relevant case management\r\n system (e.g., CSMS data for analysis).\r\n Prepare data points which will include\r\n case demographics, case complexity factors (e.g., interstate cases, self-employed\r\n non-custodial parents, medical support components), worker experience\r\n levels, and current caseload assignments.\r\n Utilize statistical software\r\n to perform regression analysis and other appropriate statistical tests to\r\n determine the correlation and causal relationship between varying caseload\r\n sizes and defined success metrics. Identify thresholds and breakpoints\r\n for optimal performance.\r\n\r\n\r\n\r\n

MINIMUM QUALIFICATIONS

Experience:Eleven years of experience, seven years of experience in administrative, professional or technical work, two years must have involved supervision of other employees or exercisingresponsibility for program development and an additional four years of professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices andorganizations.\r\nNotes:\r\n1. Candidates may substitute the possession of a Bachelor'sdegree from an accredited college or university and seven years of experience in administrative, professional ortechnical work, two years must have involved supervision of other employees or exercising responsibility for programdevelopment, for the required experience.\r\n2. Candidates may substitute graduate level education at the graduate level at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for up to sixyears of the required non-supervisory general experience.\r\n3. Candidates may substitute U.S. Armed Forces militaryservice experience at a rank of Corporal/Petty Officer orhigher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience, two years must have been in an administrative supervisory or consultative capacity. \r\n

DESIRED OR PREFERRED QUALIFICATIONS

\r\n One year or project management experience.\r\n One year of experience in workforce planning, operational analysis or performance analytics.\r\n One year of experience in data analytics and reporting tools such as Microsoft and Google Suite, Power BI.\r\n\r\n

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.\r\nLeave may be granted to a contractual employee at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.\r\n
