Security subcontractors must adhere to industry regulations and may need specific licenses or certifications depending on their location and job requirements.

Subcontractor Program Manager

Loft Federal

Job description

Loft Federal is seeking a Senior Subcontract Program Manager to help lead subcontract execution across federal space programs, proposals, and strategic supplier relationships.ย

This role will bring structure, ownership, and discipline to how Loft Federal manages subcontractors and suppliers across proposal, award, execution, delivery, and closeout. The Subcontract Program Manager will work across Programs, Contracts, Finance, Engineering, Procurement, Legal, Security, Quality, and Growth to ensure subcontractors are integrated into the overall program plan and held accountable to cost, schedule, technical, contractual, and deliverable commitments.ย

The right candidate will understand that subcontractor performance directly affects program execution, margin, customer confidence, and future capture. This person will be expected toย operateย in the details,ย identifyย supplier risks early, drive corrective action, and help build repeatable subcontract management practicesย asย Loft Federal scales.ย

The Subcontract Program Manager will partner directly with Federal leadership, Program Managers, Engineering, Growth, Contracts, Legal, Finance, Procurement, Security, Quality, and external suppliers.ย

Why This Role Mattersย

Loft Federal is building and delivering complex national security space missions that depend on external partners, subcontractors, suppliers, payload providers, hardware vendors, software providers, and mission-enabling services.ย

Strong subcontract execution is critical to program delivery. A supplier delay, unclear SOW, unmanaged interface, late deliverable, invoice issue, security gap, or untrackedย assumption can quickly become a program problem, margin problem, or customer confidence problem.ย

This role will help Loft Federal manage subcontractors as an integrated part of the program baseline. The person in this seat will improve supplier accountability, proposal-to-execution continuity, program financial visibility, technical coordination, and issue escalation across current and future federal programs.ย

What You Will Ownย

  • Manage subcontractor execution across the full program lifecycle, including proposal support, source selection input, subcontract award, execution, delivery, modification, and closeout.ย
  • Lead subcontractor execution rhythms, including supplier status reviews, action tracking, deliverable tracking, issue resolution, and escalation.ย
  • Ensure subcontractors understand and execute against approved statements of work, technical requirements, schedules, deliverables, reporting requirements, security requirements, and contractual obligations.ย
  • Partner with Program Managers to integrate subcontractors into the overall program baseline, including schedule, budget, risks, deliverables, technical dependencies, and customer commitments.ย
  • Track subcontractor performance against cost, schedule, technical, quality, contractual, security, and deliverable requirements.ย
  • Coordinate with Engineering and Mission teams on technical progress, interface control, requirements allocation, verification planning, test readiness, delivery readiness, and acceptance criteria.ย
  • Work with Contracts and Legal on subcontract terms,ย flowdowns, SDRLs/CDRLs, modifications, funding limits, invoicing requirements, compliance requirements, and closeout documentation.ย
  • Support proposal activities involving subcontractors, including supplier inputs, SOW development, pricing assumptions, BOEs, risk inputs, deliverables, long-lead items, and execution assumptions.ย
  • Improve proposal-to-execution continuity by carrying supplier assumptions, commitments, negotiated positions, risks, and pricing logic into program startup.ย
  • Partner with Finance and Program Managers on subcontract budgets, forecasts, accruals, invoice reviews, EACs, ETCs, funding profiles, margin visibility, and supplier-driven financial risk.ย
  • Identifyย subcontractor risks early and drive mitigation plans before issues become customer-facing problems.ย
  • Lead supplier performance reviews and ensure actions are tracked to closure with named owners and due dates.ย
  • Support subcontract change management, including scope changes, schedule impacts, funding changes, technical trades, and contract modifications.ย
  • Maintain clear subcontract execution records that support program reviews, customer discussions, audits, internal reviews, and leadership decision-making.ย
  • Support supplier evaluations, supplier scorecards, and future source selection input based on actual performance.ย
  • Help build scalable subcontract management processes, templates, dashboards, and operating rhythms that improve execution without slowing the business down.ย

Required Qualificationsย

  • U.S. citizenshipย required.ย
  • Ability to obtain andย maintainย a U.S. security clearance.ย
  • 3+ years of experience in subcontract management, supplier program management, program management, project management, procurement, contracts, supply chain, or relatedย government contractingย execution roles.ย
  • Experience managing subcontractors or suppliers against cost, schedule, technical, contractual, and deliverable requirements.ย
  • Experience supporting government contracting, aerospace, defense, space, national security technology, complex hardware, complex software, or similar program-based businesses.ย
  • Working knowledge of federal contract execution, subcontractย flowdowns, FAR/DFARS concepts, supplier documentation, and subcontract compliance requirements.ย
  • Experience supporting proposals, supplier inputs, SOWs, pricing assumptions, BOEs, risk inputs, and proposal-to-execution transition.ย
  • Experience working across Programs, Contracts, Procurement, Finance, Engineering, Quality, Security, and external suppliers.ย
  • Ability to interpret subcontractor schedules, deliverables, risks, invoices, cost performance, technical status, and supplier performance data.ย
  • Familiarity with federal contract types, including FFP, T&M, CPFF, and cost-type environments.ย
  • Experience supporting invoice validation, accruals, EACs, ETCs, supplier forecasts, or program financial reviews.ย
  • Strong written and verbal communication skills, including the ability to brief supplier status, risks, and recovery plans to program and business leadership.ย
  • Ability toย operateย in a scaling business where systems, processes, and data are still maturing.ย
  • High ownership, sound judgment, and willingness to engage in the operating details.ย

Preferred Qualificationsย

  • Experience in national security space, spacecraft, hosted payloads, satellite systems, mission software, RF systems, edge processing, autonomy, ground systems, or complex hardware/software integration.ย
  • Direct experience as a Subcontract Program Manager, Subcontracts Manager, Supplier Program Manager, Program Manager, Project Engineer, Control Account Manager, or IPT lead.ย
  • Experience managing subcontractors supporting classified, CUI, export-controlled, or national security programs.ย
  • Experience with supplier performance reviews, corrective action plans, integrated master schedules, risk registers, earned value environments, EACs, ETCs, and program controls.ย
  • Experience developing or managing subcontract SOWs, SDRLs/CDRLs, technical requirements, acceptance criteria, and delivery milestones.ย
  • Experience supporting federal proposals, including BOEs, supplier pricing, assumptions, compliance matrices, risk inputs, and subcontractor coordination.ย
  • Experience with cost analysis, price analysis, invoice validation, accruals, and subcontract financial forecasting.ย
  • Experience with ERP, procurement, planning, accounting, or program management systems such as NetSuite, Jira,ย Deltek, Costpoint, Unanet, SAP, Oracle, or similar platforms.ย
  • Working knowledge of FAR/DFARS, DCAA/DCMA expectations, CMMC, export controls, government property, OCI, and subcontract audit documentation.ย
  • Active Secret orย Top Secretย clearance.ย
