H2 Performance Consulting (H2) is seeking a Program / Project Manager to support the Naval Surface Warfare Center Philadelphia Division (NSWCPD) in managing the Risk Management Framework (RMF) Accreditation and Cybersecurity Support efforts across all IT and Control Systems fielded at NSWCPD Land Based Test Sites.
The Program / Project Manager responsibilities will include:
  • Tracking program progress, assessing future planning, and developing metrics.
  • Conducting cross program task layering and competing priority identification.
  • Providing schedule risk mitigations, including sequencing and resource alignment.
  • Developing processes to identify and report program/project functional metrics to determine critical path progress to plan and assist in identification of risk mitigation actions to assist in maintaining project timelines.
  • Ensuring that system security configuration guidelines are followed.
  • Ensuring that IA security requirements are appropriately identified in computer environment operation procedures.
  • Ensuring that IA inspections, tests, and reviews are coordinated.
  • Managing Information System risk assessments during the Assessment and Authorization (A&A) / Risk Management Framework (RMF) process.

Required Education:
    • Batchelor's degree or above from an accredited college/university, in engineering or business

Required Qualifications / Certifications:
    • Ten (10) years of experience as a Program Manager to include contract and sub-contract management, budgeting, scheduling, planning, estimating, and progress.
    • Five (5) years of experience in managing and implementing Risk Management Framework (RMF) to maintain continuous Authorizations to Operate (ATO) for Navy IS and Platform IT systems.
    • Experience managing Cybersecurity programs and processes.

Desired Qualifications / Certifications:
  • Experience as an Information Systems Security Engineer (ISSE) or Information Systems Security Officer (ISSO)
  • Possessing and maintaining an Information Assurance Management (IAM) II level Cybersecurity Workforce (CSWF) baseline certification with one (1) of the following certifications
    • Certified Information Systems Security Professional (CISSP) Certificate
    • Certified Information Security Manager (CISM) Certificate
    • GIAC Security Leadership Certificate (GSLC)
    • Certified Chief Information Security Officer (CCISO) Certificate
    • CompTIA Advanced Security Practitioner (CASP+ CE)
    • Certified Authorization Professional (CAP)

Clearance Qualifications:
    • Active Secret security clearance at the time of application
