About the Program Management Office (PMO)
The Program Management Office (PMO) at Babel Street is responsible for delivering high-impact, strategic customer programs that extend beyond traditional SaaS implementations. The Role
Babel Street is seeking a high-caliber Program Manager to lead the execution of an AI workspace initiative and oversee the deployment of a prototype to a USG customer within the intelligence community (IC). This role is central to our mission of deploying cutting-edge Generative AI capabilities-including agentic backends and Model Context Protocol (MCP) integrations-into Top Secret (TS) air-gapped environments.
You will serve as the primary architect of our program execution, ensuring that our commercial innovation achieves commercial parity within the Sponsor's secure infrastructure while navigating complex Authorization to Operate (ATO) processes.
What You'll Do
Program Leadership & Delivery
  • End-to-End Delivery: Lead the prototyping effort to deploy a cloud-native AI Workspace into a TS-regulated environment (C2E).
  • Government Liaison: Serve as the primary point of contact for the Sponsor's technical leads, managing the high-touch relationship required for Other Transaction (OT) agreements.
  • Milestone Management: Establish, track, and manage program milestones across multiple workstreams, ensuring timely delivery of key objectives and proactively identifying and mitigating risks to milestone achievement.

Cross-Functional Coordination
  • Team Orchestration: Lead and synchronize efforts across Engineering, Product, and Security teams to ensure seamless execution of the prototype.
  • Technical Translation: Translate the Sponsor's mission requirements (e.g., agentic workflows, natural language interactive distillation) into actionable, high-impact plans that both technical developers and non-technical stakeholders can successfully execute against.
  • Integrated Delivery: Bridge the gap between commercial product roadmaps and classified mission needs to ensure commercial parity is maintained throughout the prototyping lifecycle.

Security & Accreditation Leadership
  • Accreditation Roadmap: Coordinate with security and engineering teams to achieve ATO in accordance with ICD 503 and NIST 800-53B security control baselines.
  • Deployment Operations: Manage the transition and deployment of cleared personnel and technical resources into the Sponsor's air-gapped environment.

Resource & Performance Management
  • Optimization: Develop detailed program plans and manage resource allocation to ensure high-quality delivery within constraints.
  • Metrics-Driven Reporting: Establish KPIs to track delivery performance and build dashboards that provide real-time visibility into program health for executive leadership.
  • Continuous Improvement: Contribute to the evolution of PMO frameworks, standardizing best practices to improve scalability and efficiency across the organization.

What You'll Have
  • Experience: 5+ years in Program Management, with a focus on delivering software solutions to the Intelligence Community (IC) or Department of Defense (DoD).
  • Security Clearance: An active TS/SCI with Polygraph (or eligibility for crossover) is required, as the role involves deploying solutions on TS networks.
  • Domain Expertise: Strong understanding of Generative AI, LLM APIs, agentic frameworks, and cloud-native architectures (AWS/C2E preferred).
  • Regulatory Knowledge: Proven experience navigating the Other Transaction Authority process and ICD 503 accreditation frameworks.
  • Citizenship: Due to the nature of the project and the requirements, U.S. Citizenship is required.

Nice to Have
  • Standards Proficiency: Familiarity with the Model Context Protocol (MCP) and Agentskills specification.
  • Strategic Writing: Experience drafting winning Solution Briefs and Technical Direction Documents (TDD) for CSO solicitations.
  • Agile Leadership: PMP certification and experience managing agile development cycles in air-gapped environments.
