Job Description
We are seeking an experienced Security Manager to lead and administer a comprehensive security program in support of sensitive government and defense operations within a cleared contractor environment. This individual will serve as the primary security point of contact for the supported program, facility, or contract and will be responsible for ensuring compliance with applicable customer, DoD, Intelligence Community, and federal security requirements.
This role oversees multiple security disciplines, including personnel security, physical security, information security, COMSEC, OPSEC, and coordination with cybersecurity/IT security functions. The ideal candidate brings strong regulatory knowledge, sound judgment, and the ability to translate government security requirements into practical internal procedures and mission-enabling controls.
Key Responsibilities
  • Manage the overall security program for a TS/SCI-cleared contractor environment, including personnel, physical, information, industrial, operational, and communications security functions.
  • Develop, implement, and maintain security policies, procedures, internal controls, and site/program-level security strategies aligned with customer and regulatory requirements.
  • Administer the personnel security program, including clearance processing, visit requests, access rosters, onboarding/offboarding, indoctrinations, debriefings, and records management.
  • Manage TS/SCI clearance-related activities, including eligibility verification, access determinations, visit certifications, periodic reviews, continuous vetting support, and incident reporting.
  • Utilize DISS and other authorized systems to process personnel security actions and maintain accurate security records.
  • Oversee badging and access control programs, including visitor management, escort procedures, access lists, keys, combinations, credentials, and related accountability measures.
  • Direct physical security operations for secure workspaces, controlled facilities, SCIFs, restricted areas, and other protected environments, as applicable.
  • Manage physical security infrastructure such as alarms, intrusion detection systems, CCTV/monitoring interfaces, secure storage, and perimeter/access point controls.
  • Conduct routine inspections, self-assessments, compliance reviews, and internal audits; identify vulnerabilities and drive corrective actions through resolution.
  • Investigate actual or suspected security incidents, violations, or breaches and coordinate required reporting, documentation, and follow-up actions.
  • Develop and maintain SOPs, emergency action procedures, post orders, visitor procedures, alarm response procedures, and secure destruction procedures.
  • Deliver security education and awareness training on classified handling, reporting requirements, insider threat awareness, and physical security practices.
  • Partner with IT, ISSM/ISSO personnel, network administrators, and program leadership to align security controls across physical, personnel, and information systems domains.
  • Support COMSEC/INFOSEC functions, including accountability procedures, inventories, classified media controls, secure handling, and user compliance.
  • Maintain awareness of threat conditions and support incident response, emergency response, continuity, and threat-awareness planning.
  • Serve as the primary liaison with government security offices, contracting representatives, inspectors, and customer security officials.
  • Support contract startup, transition, and facility activation efforts by establishing security processes, validating readiness, and ensuring cleared personnel are properly briefed and authorized.
  • Prepare reports, briefings, metrics, and status updates related to inspections, incidents, training, access control, and overall program compliance.
  • Ensure continuous audit readiness across records, procedures, personnel programs, and facility operations.
  • Perform additional duties as assigned in support of security operations, compliance requirements, and mission needs.

Qualifications
  • Active TS/SCI clearance required at time of hire, with ability to maintain eligibility and access.
  • Bachelors and six years or more of related experience; Masters and four years or more experience.
  • Bachelor's degree in Security Management, Criminal Justice, Homeland Security, Intelligence Studies, Business Administration, Public Administration, Cybersecurity, or a related field; equivalent relevant experience may be considered where permitted by contract.
  • 8+ years of relevant security experience in cleared government, defense, intelligence, or contractor environments, including experience in a lead or senior-level role.
  • Experience managing personnel security functions such as clearance processing, visit requests, indoctrinations/debriefings, access rosters, badging, and incident reporting in a classified environment.
  • Experience managing physical security programs, including access control, visitor control, alarms, secure storage, and protection of classified or restricted workspaces.
  • Working knowledge of TS/SCI security processes, including eligibility verification, access management, visit certifications, and reporting requirements.
  • Hands-on experience using DISS and other authorized systems for personnel security administration.
  • Experience developing and enforcing security policies, SOPs, inspections, audits, incident inquiries, and corrective actions.
  • Strong knowledge of applicable DoD, Intelligence Community, and federal security regulations.
  • Familiarity with COMSEC/INFOSEC principles and coordination with IT/information systems security personnel.
  • Strong written and verbal communication skills, sound judgment, and ability to manage sensitive matters independently.

Preferred Qualifications
  • Master's degree in a related field.
  • Relevant professional certifications such as CPP, PSP, CISSP, SFPC, PSC, SPSC, or similar credentials.
  • Experience supporting DoD, Intelligence Community, SAP, or defense contractor operations in a TS/SCI environment.
  • Experience serving as a Facility Security Officer, Security Manager, Program Security Officer, Special Security Officer, or similar role.
  • Experience supporting secure facilities, inspections, audits, corrective actions, contract transitions/startups, or multi-site cleared operations.
  • Familiarity with emergency response, continuity planning, crisis coordination, and alignment of security controls with IT/cybersecurity requirements.
  • Experience supervising security staff and reporting security metrics, compliance status, or inspection results.
