Overview:

The position is in the Secretary of States Protective Detail Division (DS/DO/P/SD) in the Office of Protection, Domestic Operations Directorate, Bureau of Diplomatic Security. The Secretary of States Protective Detail is responsible for every facet of the safety and security of the Secretary of State, which includes the safe and expeditious transport of the Secretary from location to location both domestically and abroad.

The incumbent is responsible for the implementation and execution of the Details operations, which relates to the safety and security of transportation for the Secretary. The incumbent must be able to coordinate route analysis, implement motorcade operations in accordance with Department policy, and have a good knowledge of the Washington, DC metropolitan area and surrounding areas.

Primary Responsibilities:

  • The incumbent is responsible for preparing, formulating, developing, and implementing routes to and from locations domestically and, in foreign locations, tactical maneuvers involving motorcade operations and procedures for safely operating the Secretarys vehicle, in conjunction with agents on the Secretarys Detail. The employee will perform a variety of duties in connection with the day-to-day management of assigned SD vehicles. Responsible for the fleet management upkeep of SD's fleet of armored limousines and other related security vehicles. The employee will oversee all aspects of the vehicle fleet to include appearance, the scheduling and performance of routine and preventive maintenance, and repairs as needed, ensuring optimum vehicle availability and use by rotating or reassigning vehicles between sections/units/centers.
  • Employee will be responsible for reviewing, recording, or compiling information related to vehicle assignment and use, income, mileage reports, preventive maintenance services, accidents, billing, or other program data. He/she also will oversee all aspects of security equipment in the vehicle fleet to include emergency equipment, radios, and secured mobile communication units, to include their installation, maintenance, and repair as needed.
  • The incumbent will be responsible for creating and maintaining the Standard Operating Procedure (SOP) for the SD vehicle fleet, including but not limited to the following areas; Motor Vehicle Safety, Authorized Use of Government Vehicles, Motor Pool and Rental Vehicles, Obtaining New Motor Vehicles, License Plates, Security and Storage, Emergency Equipment, Modifying a Vehicle, Vehicle Maintenance (GSA Vehicles), Vehicle Maintenance (Bureau-Owned, Commercially-Leased, and Armored Vehicles).
  • Incumbent will prepare, formulate, develop, and implement vehicular routes for the safe travel of the Secretary of State. This includes, but is not limited to, full knowledge of routes to hospitals, safe havens, and evacuation areas. Employee will provide timely and pertinent information on projected duration of travel which consists of making recommendations for alternate routes and will have a comprehensive understanding of the Washington, D. C. metropolitan area.
  • Employee will provide drop-off and pick-up points guidance to agents assigned to the Secretary Detail. These drop-off and pick-up points are at various government facilities consisting of the State Department, the White House, the U.S. Capitol, and other locations. The incumbent must have a thorough knowledge of the vehicular access areas and restrictions/screening requirements of those facilities.
  • The employee must maintain a current certification in Diplomatic Security driving techniques, motorcade operations, protective operations, defensive driving, and all department regulations relating to the operation of Government-owned/operated vehicles.
  • The incumbent must practice the utmost discretion, being privy to conversations conducted while operating the Secretarys vehicle and must appropriately transport, store, handle, and mark classification material, conforming to the Executive Order and Department regulations.
  • Position requires comprehensive knowledge of a wide range of Department of State and Bureau of Diplomatic Security policies, programs, missions, and functions, along with knowledge of mobilization, operational, and transportation functions, involving motorcade operation and vehicle utilization.
  • Position requires thorough knowledge of the full range of principles, concepts, and methodology related to transportation quality assurance, and considerable skill in applying this knowledge to the planning and accomplishment of a variety of difficult and complex work assignments.
  • Ability to gather information, analyze data, draw conclusions, and formulate recommendations in order to resolve problems and propose changes and improvements to operations, mobilization, and emergency plans.
  • The employee will set priorities, objectives, boundaries, and schedules for work completion, subject to the office workload and with approval of the Special Agent in Charge.
  • Planning and development of objectives and individual tasks, providing direction and guidance to SD agents and other agency representatives on vehicular motorcade operations. The work focuses on preparation, development and assessment of policies, standards, and procedures applicable to the Secretarys Detail.
  • Manage the full range of a variety of motorcade operations and vehicular fleet management, resolve problems that are associated with the protection and safe transport of the Secretary of State.
  • This is a very physically active position which requires bending, climbing, standing, and walking for extended periods of time. The hours can be long and mental alertness is required for those extended periods.
  • Work is usually performed within the confines of a high-threat motorcade with a small portion of time in an office setting.

Supervisory Responsibilities:

  • Supervisory responsibilities are not anticipated.

Education and/or Experience:

  • Must have at least a High School Diploma with at least 3-5 years as a motor vehicle operator transporting high level Government officials and sensitive materials.
  • Must maintain a current certification in Diplomatic Security driving techniques, motorcade operations, protective operations, defensive driving, and all department regulations relating to the operation of Government-owned/operated vehicles.

Knowledge, Skills, and Abilities:

  • Position requires comprehensive knowledge of a wide range of Department of State and Bureau of Diplomatic Security policies, programs, missions, and functions, along with knowledge of mobilization, operational, and transportation functions, involving motorcade operation and vehicle utilization.
  • Must have excellent skills in oral and written communications and the ability to apply these skills.

Certificates, Licenses, Registrations:

  • The incumbent must be licensed to operate a motor vehicle and have extensive training in defensive driving, counterterrorist driving and high threat motorcade operations.
  • The employee must maintain a current certification in Diplomatic Security driving techniques, motorcade operations, protective operations, defensive driving, and all department regulations relating to the operation of Government-owned/operated vehicles.

Security Clearance:

  • US Citizenship and the ability to obtain and maintain a U.S. Government TS/SCI security clearance are required.
