We are seeking a highly motivated and experienced individual to serve as the Director of Affordable Housing for our organization. The Director will be responsible for overseeing our rapidly growing Affordable Housing portfolio, our team members who work in and manage these communities and in ensuring our residents receive the highest level of customer service while maintaining our perfect track record in Affordable Housing compliance. This role requires a deep understanding of Affordable housing policies, HAP payment processes, and a commitment to social equity.
Key Responsibilities:
  • Oversee and manage the day-to-day operations of a diverse affordable housing portfolio, ensuring operational efficiency, resident satisfaction, and regulatory compliance.
  • Ensure compliance with all local, municipal, state, and federal affordable housing regulations, including recertifications, leasing, occupancy, income verification, reporting, and file management requirements.
  • Oversee compliance activities related to LIHTC, HOME, Project-Based Section 8, Housing Choice Voucher (Section 8), CityFHEPS, FHEPS, HASA, supportive housing, and other rental assistance and subsidy programs.
  • Maintain a thorough understanding of all governing policies, procedures, and reporting requirements established by agencies including NYCHDC, HPD, NYCHA, NYSHCR, HUD, and other federal, state, and local regulatory entities.
  • Prepare and review owner, investor, lender, syndicator, and agency reporting packages, including operational, financial, compliance, and occupancy reports.
  • Coordinate compliance audits, management reviews, physical inspections, file reviews, and agency monitoring visits, ensuring timely corrective action and resolution of findings.
  • Collaborate with property managers to optimize daily operations, implement financial strategies, control expenses, analyze monthly financial performance, and achieve portfolio goals.
  • Proactively manage assigned communities through regular site visits, inspections, file audits, and operational reviews.
  • Develop and implement compliance controls, procedures, and monitoring systems to mitigate risk and maintain audit readiness.
  • Cultivate and maintain strong working relationships with government agencies, developers, investors, syndicators, lenders, nonprofit organizations, and other affordable housing stakeholders.
  • Provide leadership, training, mentoring, and performance management to regional and site-level team members.
  • Deliver effective leadership and foster a collaborative, high-performing work environment focused on accountability and continuous improvement.
  • Must be present in corporate offices and on-site communities as needed, with the ability to travel throughout the portfolio and effectively communicate with residents, staff, vendors, ownership representatives, and regulatory agencies.
  • Collaborate across departments to achieve operational, financial, compliance, and resident service objectives.
Qualifications:
  • Bachelor's or Master's Degree in Business, Real Estate, Finance, Accounting, Public Administration, Housing, Urban Planning, Psychology, or a related field required.
  • Minimum of 7-10 years of affordable housing property management experience, including multi-site portfolio oversight.
  • Strong working knowledge of HOME, Project-Based Section 8, Housing Choice Vouchers (Tenant-Based Section 8), CityFHEPS, FHEPS, HASA, supportive housing, Mitchell-Lama, Section 236, and other federal, state, and local affordable housing programs.
  • Extensive experience administering and ensuring compliance with LIHTC programs.
  • Affordable housing certifications preferred and/or required, including HCCP, C3P, COS, TCS, SHCM, or equivalent industry-recognized credentials.
  • Demonstrated expertise interpreting and administering Regulatory Agreements, Extended Use Agreements, HAP Contracts, Regulatory Restrictions, and agency policies and procedures.
  • Deep familiarity with affordable housing regulatory agencies including NYCHDC, HPD, NYCHA, NYSHCR, HUD, HCR, and related oversight entities.
  • Demonstrated experience preparing, reviewing, and presenting compliance reports, occupancy reports, agency submissions, investor reporting packages, audit responses, and management review documentation.
  • Proven success managing affordable housing compliance programs, agency audits, recertifications, lease-up activities, occupancy requirements, budgeting, staffing, risk management, and operational performance.
  • Strong analytical skills with the ability to review compliance data, identify risks, implement corrective actions, and monitor portfolio performance.
  • Excellent communication, presentation, and interpersonal skills, with the ability to build relationships across diverse stakeholder groups.
  • Experience working with government agencies, community partners, advocacy organizations, and affordable housing stakeholders.
  • Proficiency in Microsoft Office Suite and property management software platforms, including Yardi, and related affordable housing compliance systems.
  • Valid NYS Real Estate License, or ability to obtain one within 120 days of employment. All active license holders must register their license with Rose Associates upon hire.
  • Work authorization required.
In addition to base compensation, significant incentive pay and full benefits packages are available. 
Annual salary range - $160,000 - $180,000
