Job description

ANNUAL SALARY RANGE: $48.2K - $54.5K

DESCRIPTION:

Supervises personnel in the daily operations of assisted housing programs. Oversees tenant eligibility process, administers contracts, and manages computer systems.

SUPERVISION RECEIVED AND EXERCISED

Supervision received by Housing Director.  The Operations Supervisor supervises and coordinates the equivalent of two or more full-time employees and all assigned work in a unit ensuring timely and quality activities to respond to the needs of the City, community, department, and unit.

EXAMPLES OF DUTIES Essential:

  • Assists with the implementation, evaluation and interpretation of department policies, projects and procedures.
  • Manages, coordinates, and determines priorities of workload, monitoring levels of resources, establishing timelines, assigning work, monitoring progress, recommending changes and suggestions, writing, reviewing, and editing reports prepared by staff, and approving completed projects and reports.
  • Implements controls for appropriate unit staffing and effectiveness by participating in the recruitment and hiring of employees, making recommendations on employee discipline, and other human resources issues, evaluating and managing employee performance, discussing and identifying personnel issues and facilitating resolutions, promoting positive morale in the unit, ensuring staff is trained appropriately for maximum performance, and providing leadership and guidance.
  • Contributes to the needs of the community and City by implementing and causing others to implement the organization's values and strategies by leading through example, competency, and accountabilities.
  • Provides customer service by responding to information requests, conducting research, providing solutions to problems, and correcting errors.
  • Ensures that unit work conforms to local, state, and federal governmental regulations, and other applicable rules and requirements.
  • Supervises, plans, and coordinates the daily operations of housing by setting priorities, scheduling inspections, answering phone calls, creating reports, and tracking tenant activities.
  • Oversees tenant eligibility by assessing personnel, determining training resources, providing recommendations and improvement plans, and maintaining files.
  • Administers contracts and manages computer systems by assisting clients with contracts or applications, acting as liaison between two parties, updating software and hardware, troubleshooting problems, maintaining database including back-ups, and moving or installing computer equipment.
  • Assists the public with questions, schedules appointments with potential clients, assists with the Low-Income Public Housing and Housing Choice Voucher programs, monitors reports, accepts client payments, conducts fraud investigations, reconciles information, and assists with the processing of contracts, transfers, renewals, and program termination process.
  • Tracks the operating budget for Low Income Public Housing, Housing Choice Voucher and Capital Fund Programs closely.  Ensuring all requisitions for operating expenses are accurately coded for payment and contain all necessary backup.

DESIREABLE KNOWLEDGE, SKILLS AND ABILITIES


Knowledge of:

  • Knowledge of principles of Public and HCV/Section 8 Housing administration and development. Revised policies as needed.
  • Working knowledge and experience of the principles of public administration.  

Ability to:

  • Ability to make decisions on matters of policy interpretation and complex technical and administrative problems.
  • Ability to establish and maintain effective working relationships with the public and employees.
  • Ability to clearly and concisely express ideas on administrative and technical subjects both orally and in writing.


DESIREABLE EXPERIENCE AND TRAINING


  • 6 months post high school and prior experience in the administration of a business or supervisor role,  
  • A Public Housing Management Certificate or the qualifications necessary to obtain a certificate are required. 
  • Experience in staff supervision and budget tracking. 
  • Any combination of education and experience, which provides the necessary administrative and professional background to manage Public and HCV Section 8 Housing units.

Special Requirements:

Possession of a valid and appropriate driver’s license when required for job-related duties.

Physical Demands and Working Conditions:

Work is performed in a normal office setting. The noise level is generally moderate (primarily from office machines). Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.
