About the Role
Redhorse transforms the way government uses data and technology to support its mission. We are seeking an elite System Administrator to serve as the technical authority for the design, development, and deployment of a mission-critical web-based internal tool. This role demands deep expertise in architecting and engineering secure, scalable applications within the Sponsor's classified AWS environment (C2S/C2E). The Lead will be responsible for driving application architecture, implementing robust SecDevOps practices, and ensuring all technical solutions meet stringent Sponsor and federal regulatory requirements. This is a crucial position that bridges technical execution with compliance and program management needs.
Key Responsibilities
  • System Design & Deployment: Lead the complete lifecycle-design, development, and deployment-of the web-based tool utilizing AWS cloud services within the Sponsor's classified systems.
  • Architecture & Compliance: Drive and implement a highly resilient and compliant application architecture, ensuring alignment with all Sponsor and federal regulatory requirements.
  • Code Quality Assurance: Oversee and enforce stringent coding standards, conduct comprehensive code reviews, and lead Quality Assurance (QA) practices across the development team.
  • Integration & Data Management: Drive the integration of necessary services, including APIs, relational databases, and NoSQL data solutions, to deliver seamless functionality for non-technical users.
  • Regulatory Partnership: Partner directly with Compliance Officers, Legal, and Program Managers to ensure all development, system documentation, and reporting activities strictly meet regulatory and Authorization and Accreditation (A&A) expectations.
  • Requirements Translation: Work closely with the IT Program Manager and Sponsor stakeholders to accurately and efficiently translate complex operational requirements into robust, scalable technical solutions.
  • Continuous Operations: Continuously improve system reliability, operational monitoring, and automation capabilities, utilizing IT operational status tools such as Splunk dashboards or Elastic Search for situational awareness.

Required Qualifications
  • Security Clearance: Active TS/SCI with Polygraph is required.
  • Bachelor's degree in Information Technology, Computer Science, Cybersecurity, Computer Engineering, or Information Systems AND 3+ years of combined experience in IT systems administration, IT system/software development and integration, IT system/software testing, Cybersecurity Compliance, IT system troubleshooting, and incident response OR High School Diploma AND 5+ years of combined experience in IT system/software testing, cybersecurity compliance, IT system troubleshooting, and incident response.
  • Sponsor System Administration: 2+ years of experience in system administration of Sponsor Systems.
  • IC Development: 3+ years of experience in the design, development, and deployment of applications on classified IC systems.
  • Cloud Expertise: 4+ years of combined experience in the Sponsor's Amazon Web Services (AWS) environment (C2S or C2E), including cloud systems administration, containerization, cloud environment management, and compliance assessments.
  • SecDevOps: Expertise with SecDevOps tools, including Continuous Integration/Continuous Deployment (CI/CD), code repositories, and testing suites.
  • Technical Stack: Extensive experience with object-oriented programming languages, designing and administering relational databases, NoSQL data solutions, IT system/software testing, and configuration management practices.
  • Monitoring & Logs: Experience utilizing IT operational status tools (e.g., AWS monitoring) and implementing situational awareness insights using monitoring and logs, such as in Splunk dashboard or Elastic Search.
  • Certification: Certified in AWS or equivalent cloud technology.
  • Troubleshooting: Proven experience providing troubleshooting support for complex IT systems within the IC environment.

Desired Experience
  • Agile Management: Experience with Agile requirements management and sprint planning for technical IT development teams.
  • Advanced Degree: Master's Degree in any of the above-listed technical disciplines.
  • Security Certification: Hold a Security+, Certified Information Systems Security Professional (CISSP), or equivalent security certification.
