INTRODUCTION: Human Resources will screen applications and supplemental questionnaires. The ideal candidate demonstrates a strong balance of ESRI platform proficiency, GIS software development experience, and the ability to collaborate effectively within a team environment; and has knowledge and experience with the ESRI Water Utility Network (WUN) model, ArcGIS Pro, ArcGIS Enterprise, ESRI web services, and enterprise GIS database design.
The candidate should have experience using, configuring, implementing form logic and deploying ESRI mobile app solutions (Survey123, ArcGIS Field Maps, QuickCapture); be proficient designing and developing ArcGIS Experience Builder apps and ArcGIS Dashboards that support business reporting and analysis; and has experience with scripting and automation skills, including experience with Python (ArcPy and the ArcGIS API for Python) and ETL processes using tools such as Safe Software FME.

GENERAL PURPOSE
Under general supervision, utilizes geographic information and related systems capabilities, tools and utilities and geospatial data to create custom maps, data displays, reports, analyses and other products; creates, processes, edits and maintains GIS databases and natural resources datasets and associated layers for research and analysis; and performs related duties as assigned.
MINIMUM QUALIFICATIONS
Knowledge of:
Geographic information system concepts, principles, tools and analytical techniques, including computerized mapping and attribute-data conversion, manipulation and analysis; cartographic and graphic design principles and best practices; applicable programming languages and tools; remote sensing concepts, principles and analytical methods and techniques, including feature extraction, vegetation analysis and change detection and processing and analysis of digital elevation data; relational database systems including architectures, design and development principles and administration tools; data editing concepts and tools in a versioned database environment; remote sensing (raster) database design and structure; geographic, geological and feature and terrain analysis applicable to the work; civil engineering design concepts, methods and terminology applicable to the display of spatial relationships of facilities data; analytical techniques using computer science, GIS and remote sensing technologies; GPS system concepts and analytical techniques; structure and operations of CAD systems and applications.
Ability to:
Plan, organize and complete GIS-based analytical and mapping projects to develop a variety of products and services to meet user needs in a timely manner; identify geo-data and information management issues and opportunities, analyze problems and alternatives and develop sound conclusions and recommendations; set priorities and carry out assigned projects to most effectively meet customer needs; use ESRI ArcGIS, ESRI ArcSDE, Intergraph or other remote sensing software and other software as required in carrying out assignments; develop and implement appropriate procedures and prepare accurate GIS products and services that communicate effectively to varied audiences through visual media; communicate clearly and effectively, orally and in writing; prepare clear, concise and accurate products in a variety of formats, project documentation and reports and other written materials; exercise sound independent judgment within established guidelines; establish and maintain effective working relationships with managers, co-workers, representatives of other departments and divisions, professionals in other public agencies and others encountered in the course of work.
Training and Experience:
A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a four-year college or university with a bachelor's degree in GIS, geospatial sciences, remote sensing, civil engineering, computer science or a related field; and three years of increasingly responsible experience in the uses and administration of geographical information systems to produce analytical and cartographic products and services; or an equivalent combination of training and experience.
