INTRODUCTION: Human Resources will screen applications and supplemental questionnaires. The successful candidate may be required to pass a job-related physical evaluation.
The ideal candidate demonstrates a strong balance of ESRI platform proficiency, GIS software development experience, a practical understanding of water utility operations, and the ability to collaborate effectively within a team environment; has knowledge and experience with the ESRI Water Utility Network (WUN) model, ArcGIS Pro, ArcGIS Enterprise, ESRI web services, and enterprise GIS database design. The candidate has experience using, configuring, implementing form logic and deploying ESRI mobile app solutions (Survey123, ArcGIS Field Maps, QuickCapture); has proficiency designing and developing ArcGIS Experience Builder apps and ArcGIS Dashboards that support business reporting and analysis; has strong scripting and automation skills are essential, including experience with Python (ArcPy and the ArcGIS API for Python) and ETL processes using tools such as Safe Software FME. The ideal candidate has exposure to C# and the ArcGIS JavaScript API, along with an understanding of DevOps build and release processes.

GENERAL PURPOSE
Under general supervision, performs a wide variety of difficult and responsible duties in the design, development, modification, and maintenance of GIS application software and tools to support the efficiency and effectiveness of District/SNWA operations and public service delivery; works with more senior developers to engage with customers to understand and assist them in addressing business and operational issues and problems; and performs related duties as assigned.
DESIRED MINIMUM QUALIFICATIONS
Knowledge of:
Geographic information system concepts, principles, tools and analytical techniques, including computerized mapping and attribute-data conversion, manipulation and analysis; cartographic and graphic design principles and best practices; industry standard software development best practices, tools and techniques; programming theory and applicable programming and scripting languages used by the District; data editing concepts and tools in a versioned database environment; remote sensing (raster) database design and structure; Agile development practices, tools and techniques; application development security best practices; web services standards, design and development; user interface and interaction design and implementation; web application development including developing server side code and client side scripting; application design documentation including architecture diagrams, object-entity relationship diagrams and interface design; principles and practices of sound business communications; basic project management tools and techniques, including preparation and management of detailed project schedules and metrics and change management and control; standard business software, including word processing, spreadsheet, database and flow charting.
Ability to:
Understand and apply work processes and business rule requirements and participate in developing sound, logical conclusions regarding customer needs and business requirements; understand and apply the analysis of functional requirements to the development of systems proposals, specifications and recommendations for efficient, cost effective information systems and technology solutions; assist in facilitating and leading customer meetings and negotiate understanding and agreement; identify geo-data and information management issues and opportunities, analyze problems and alternatives and develop sound conclusions and recommendations; set priorities and carry out assigned projects to most effectively meet customer needs; use ESRI ArcGIS, ESRI ArcSDE, AutoCAD and other software as required in carrying out assignments; balance responsibilities for multiple projects to ensure timely results in accordance with District quality standards; follow best practices in developing efficient software code for assigned projects; troubleshoot and diagnose systems problems and install fixes or make repairs in areas of responsibility; communicate clearly and effectively to diverse audiences of technical and non-technical personnel orally and in writing; prepare clear, concise and accurate documentation, reports of work performed, project management reports and other written materials; keep technical skills current to meet continuing GIS applications development assignments; establish and maintain effective customer focused working relationships with managers, customers, vendors, consultants, employees and others encountered in the course of work.
Training and Experience:
A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a college or university with a major in GIS, geospatial sciences, civil engineering, computer science, management information systems or a related field; and three years of increasingly responsible experience in the development, implementation and administration of geographical information systems; and three years of progressively responsible experience in GIS analysis and applications design and development; or an equivalent combination of training and experience.

A valid Nevada driver's license and the ability to maintain insurability under the District's Vehicle Insurance Policy.
