Job description

We are currently seeking an ENTRY LEVEL Procurement Specialist to join our team in our Raleigh, NC corporate office. 


Purpose: The Procurement Specialist is responsible for performing tasks related to procurement and supporting the organization operations.


Grow Early Learning is a Head Start organization that provides high-quality early childhood education services to children and families of migrant and seasonal farm workers. 


Education and Experience:

Accepted: Associate degree in business administration or an equivalent combination of relevant education and one year of procurement or purchasing roles. 


Essential Duties:

  • Review purchase requisitions to ensure that coding, funding, approvals, bid thresholds and vendor selections are following Grow Early Learning requirements.
  • Search for vendors and review vendor performance as needed.
  • Maintain relationships with vendors to help with purchasing needs and resolve issues.
  • Review encumbrances to ensure they are current and active.
  • Look for ways to save costs within the organization by making sure all costs are reasonable and necessary. 
  • Examine and analyze the procurement requirements and reporting systems of Grow Early Learning.
  • Maintenance and accumulation of source data for reporting purposes.
  • Participate in the preparation and evaluation of Requests for Proposals (RFPs). 
  • Assist in maintaining the vendor list by using (SAMS) to check for debarred or suspended vendors.
  • Inform Senior Procurement Specialist of trends or issues that occur with Purchase Orders, so processes can be adapted as needed.
  • Ensure that Uniform Guidance is followed while carrying out their duties.
  • Coordinate Finance Department purchasing needs.


Desired Skills:

Ability to communicate, receive, and transfer written, oral, and electronic information effectively. Computer skills including Microsoft applications: Word, Excel and Outlook. Experience with accounting systems preferred. Ability to analyze, organize, file and distribute information. Ability to establish vendor relationships to benefit Grow Early Learning. Work in a Team Environment and knowledge of federal regulations.
