About the Role

Technical & Engineering Consulting is seeking an experienced Commissioning & Qualification (C&Q) Scheduler to support a major pharmaceutical capital project in Puerto Rico.

The C&Q Scheduler will be responsible for developing, maintaining, and updating the integrated C&Q project schedule, ensuring accurate alignment between planned activities, actual progress, forecasts, document readiness, field execution, and the overall project schedule.

This position will work closely with the Project Integrator, C&Q leads, Engineering, Construction, Quality, and other project stakeholders to capture schedule updates, identify potential impacts, evaluate schedule scenarios, and provide reliable scheduling information for project decision-making.

The ideal candidate will combine strong project-controls and scheduling capabilities with an understanding of Commissioning, Qualification & Validation (CQV) activities within GMP or other highly regulated environments.

Key Responsibilities C&Q Scheduling & Project Controls
  • Develop, maintain, and update the integrated Commissioning & Qualification (C&Q) schedule.
  • Maintain accurate plan, actual, and forecast dates for C&Q activities.
  • Perform regular schedule updates based on progress, field execution, document readiness, and project priorities.
  • Apply appropriate schedule-control practices, including:
    • Baseline management
    • Progress updates
    • Forecasting
    • Schedule-impact analysis
  • Monitor C&Q milestones, dependencies, interfaces, and critical schedule drivers.
  • Identify schedule risks, constraints, and potential delays affecting C&Q execution.
  • Escalate concerns or issues that may impact the C&Q schedule.
Schedule Analysis & Scenario Planning
  • Perform schedule-impact analyses to support C&Q reporting and project decision-making.
  • Run schedule scenarios as required to evaluate changes, constraints, sequencing, or recovery alternatives.
  • Assess and clearly communicate potential impacts to C&Q milestones and deliverables.
  • Identify schedule drivers and risks for weekly and monthly reporting.
  • Support development of schedule visuals, metrics, and other project-control information as required.
C&Q Execution & Document Readiness
  • Align the C&Q schedule with document preparation, readiness, and execution phases.
  • Coordinate scheduling activities associated with:
    • Protocol preparation and readiness
    • Test scripts
    • Field execution
    • Turnover packages
    • Deviations
    • Punch-list activities
    • Completion and closure activities
  • Ensure schedule logic appropriately reflects dependencies between documentation readiness and field execution.
  • Support alignment between C&Q activities and turnover/handshake processes.
Project Integration & Coordination
  • Work closely with the Project Integrator to ensure the latest C&Q activity updates are accurately reflected in the schedule.
  • Maintain awareness of changes to the overall project schedule and assess potential C&Q impacts.
  • Coordinate with Construction, Engineering, Quality Assurance (QA), and C&Q leads.
  • Participate in project scheduling and coordination meetings as required.
  • Provide schedule information and inputs for weekly and monthly project forums.
  • Communicate schedule status, risks, constraints, and forecast changes clearly to project stakeholders.
Minimum Qualifications
  • Demonstrated experience developing and maintaining integrated project schedules for Commissioning & Qualification (C&Q) or comparable regulated project work.
  • Proficiency with project scheduling tools such as:
    • Primavera P6
    • Microsoft Project
  • Strong understanding of scheduling and project-controls practices, including:
    • Baseline management
    • Progress measurement
    • Schedule updates
    • Forecasting
    • Schedule-impact analysis
  • Ability to analyze schedule impacts and clearly communicate key drivers, risks, and potential delays.
  • Strong coordination skills with the ability to align scheduling activities with documentation readiness and field execution.
  • Strong written and verbal communication skills.
  • Ability to prepare and communicate schedule metrics, visuals, and status information.
  • Ability to work effectively with multidisciplinary project teams in an onsite environment.
Preferred Qualifications
  • Previous experience supporting CQV deliverables within pharmaceutical, biotechnology, or other GMP-regulated environments.
  • Experience supporting turnover and handshake processes.
  • Familiarity with C&Q progress-measurement methodologies, including:
