JOB PURPOSE: Under limited supervision of the SCEIS Operations Manager, serves as the SCEIS Lead within Human Resources.
Acts as the lead representative in reporting HR data. This position is responsible for assisting with directing the daily operational functions of the agency's SCEIS (South Carolina Enterprise Information System) operations unit. This position ensures accurate and compliant entry and maintenance of personnel, position actions, payroll data, maintaining scanning and filing of related documentation, and ensuring quality and compliance with established Agency, Comptroller General and DSHR guidelines.
This position will also assist with managing staff in related tasks in the absence of the SCEIS Operations Manager. JOB DUTIES: Assists with the accurate entry of new hires in accordance with established payroll deadlines to prevent underpayment. Assists with keying miscellaneous updates for existing employees.
Assists in ensuring overtime flags are established for eligible employees. Runs simulations to ensure employees are being compensated correctly before payroll deadlines. Assists with the verification of prior state employment for new hires and transferred employees to ensure accuracy of state hire date, annual leave accrual date, and FMLA eligibility date.
Responsible for sending state service verification forms to state agencies for transferred employees. Creates and files personnel files for all new hires according to guidelines. Assists with processing all pay-affecting transactions in SCEIS, to include but not limited to promotions, demotions, reclassifications, salary adjustments, and reassignments.
Executes PA actions as necessary. Assists in scanning and filing all documentation related to keying of actions in a timely manner. Assists with SCEIS data maintenance to include report monitoring to ensure employees are compensated accurately and in accordance with state and federal guidelines.
Assists with annual Universal EPMS upload and manual entry. Monitors BEX reports and Monthly Batch Reports to identify discrepancies or data integrity issues and take corrective action. Performs regular audits on SCEIS actions to ensure the agency is compliant with agency policies and state regulations.
Actively conduct audits on date entered into SCEIS. Assists the SCEIS Operations Manager with providing guidance and training to staff on SCEIS processes, policies, best practices, and compliance with agency policies and state regulations. Assists the SCEIS Operations Manager with corresponding with employees, department heads, and external agencies regarding SCEIS inquiries.
Performs other job-related duties as assigned. Minimum and Additional Requirements STATE MINIMUM REQUIREMENTS: A bachelor's degree and relevant experience. ADDITIONAL REQUIREMENTS: Must have knowledge and ability to interpret policies and procedures relevant to the area of human resources.
Must have the ability to interact with all levels of management, ability to communicate and work effectively with others. Knowledge of Microsoft Office, skilled in Excel, data analysis, and experience in the South Carolina Enterprise Information System (SCEIS) is preferred. Must be able to interpret the SC State HR Regulations as applicable to SCEIS transactions.
Must demonstrate supervisory or lead experience in an operational environment. This position performs duties relating to the custody, control, transportation, or recapture of youth within the jurisdiction of the Department of Juvenile Justice, and the employee may have direct contact with youth within the jurisdiction of the Department of Juvenile Justice. Training applicable to these duties will be provided.
Preferred Qualifications PREFERRED AGENCY REQUIREMENTS: A bachelor's degree in human resources or related field and 1 year of SCEIS experience.
