Job description

Are you someone who can read the nervous system of our water and wastewater treatment plants? Do you know how to monitor for leaks in pipelines? Then bring your experience to Pinellas County Utilities!

This position involves the development and maintenance of the Utilities Water/Wastewater Supervisory Control & Data Acquisition (SCADA) system in use throughout Pinellas County. The person in this role is responsible for providing technical support in a mission critical environment, working closely with Operations and Maintenance staff to solve a variety of complex problems related to water treatment, communications, and data collection. This type of work requires creative and original thinking, often in the absence of technical guidelines or precedents, and is performed under the general direction of more senior professionals.

This SCADA Support Coordinator position is located at: 6730 142nd Ave N Largo 33771.

Work Schedule: Hybrid schedule (up to 2 days per week remote).

What Would You Do?

  • Respond to trouble call incidents that impact operations or data collection.

  • Assist Plant Electronic Technicians and Mechanics during device troubleshooting efforts.

  • Develop Human Machine Interface (HMI) graphic control screens to provide monitoring and control of water treatment processes.

  • Configure software to enable communication with various field devices including multiple brands of PLCs, cellular modems.

  • Variable Frequency Drives (VFD), chemical analyzers, and field instruments measuring pressure and flow.

  • Responsible for basic maintenance of local area networks and coordinates with county IT department (BTS) to oversee the SCADA related wide area network.

  • Manage Remote Desktop/Thin Client operation and connectivity in a Virtual Server environment.

  • Perform regular software maintenance and updates on SCADA related servers and equipment.

  • Configure SCADA System Platform Objects for data collection and assists in the creation and troubleshooting of historical reports.

  • Maintain data connections between Historian SQL Servers and third-party systems such as GIS, Hach/WIMS, and CityWorks.

  • Coordinate with PCU Engineering, hardware vendors, third-party contractors or consultants on new Plant/SCADA installations, upgrades or expansions.

  • Maintain SCADA design and implementation standards and follow established procedures for issue tracking and documentation.

  • Create Standard Operating Procedure (SOP) documents.

  • Perform other related job duties as assigned.

What You Need?

Experience - Technical experience in process control, automation systems, computer programming, server management, database administration, network management, or IT technical support.
Degree - Computer Science, Engineering Science, Chemistry or related field.

  • 3 years of experience as described above.

  • Associate degree and at least 1 year of experience as described above.

  • Bachelor's degree and some experience as described above.

  • An equivalent combination of training and experience.

  • Valid Florida Driver's License at time of hire.

  • May be required to work a variety of work schedules including compulsory work periods during standby "on-call" shifts, special emergencies, and/or disaster situations.

Highly Desirable

  • Knowledge of Water/Wastewater treatment processes and pump station control strategy.

  • Knowledge or experience working with Schneider Modicon or Motorola Programmable Logic Controllers (PLC).

  • Knowledge or experience in Aveva System Platform, Historian, and InTouch HMI software.

  • Knowledge or experience with Microsoft SQL Server.

  • Self-motivates, manages and performs personal daily activities and multiple tasks under the discipline of defined departmental business processes

  • Communicates effectively, both verbally and in writing, to peers, management and customers at various levels of the organization.

  • General knowledge and familiarity with SCADA architecture and communication concepts.

  • Basic Network functionality and troubleshooting.

  • Basic Electrical and Instrumentation concepts.
