GENERAL SUMMARY

The Supervisory Control and Data Acquisition (SCADA) Automation Manager is responsible for active engagement with River Authority Engineering, Utilities, and Watershed Operation teams to ensure a secure, reliable, and maintainable control system for day-to-day operations of wastewater pipelines and treatment plants, river level control gates, and a flood alert system.

Immediately report injuries for prompt diagnosis and treatment. 3) Make regular suggestions for safety process improvements to support continuous safety improvement.


ESSENTIAL DUTIES & RESPONSIBILITIES

  • Supervises, directs, and evaluates assigned staff. Supervisory functions include: makes hiring and termination decisions; prioritizes assignments and directs work; develops and oversees employee work schedules and approves time away from work; provides and/or facilitates employee training and development; approves/processes employee concerns and problems and counsels or disciplines as appropriate; completes employee performance appraisals; determines or makes recommendations regarding new hire salaries and salary changes; and acts as liaison between employees and management.
  • Tracks multiple SCADA and Building Automation projectsโ€™ status/progress on an ongoing basis and communicate to others.
  • Provides technical leadership for River Authority SCADA and Building Automation System (BAS) projects through all phases including design, installation, testing, commissioning, and operation.
  • Ensures, maintains, and diagnoses issues regarding the River Authorityโ€™s control systems (SCADA and BAS).
  • Improves the efficiency of the River Authority control systems. (SCADA and BAS) by collaborating with River Authority teams, consultants and outside vendors.
  • Modifies Programmable Logic Controller (PLC) logic and Human Machine Interface (HMI) projects for process and system efficiency.
  • Administers multiple industrial automation control server platforms to include PLC, HMI, Historical, BAS, and Cybersecurity and Change Management.
  • Collaborates with the River Authority Information Technology teams to interface the River Authorityโ€™s SCADA/BAS across the wastewater treatment plants, flood monitoring and facilities monitoring systems; ensure cybersecurity, and key data flow.
  • Oversees Budget management of SCADA/BAS related assets to include hardware, software and support.
  • Provides Electrical and Instrumentation (E&I) troubleshooting support.
  • Provides organizational support for all SCADA/BAS issues and queries.
  • Assists others with SCADA/BAS reporting and data acquisition software.
  • Assists the SCADA Operations Administrator in troubleshooting SCADA system related issues to assure a 24/7 operation, when required.
  • Available for emergency response on location and remotely.
  • Maintains familiarity with strategic River Authority levels of service
  • Perform other duties and special projects


SUPERVISORY REQUIREMENTS

  • This position directly or indirectly supervises all SCADA/Automation personnel.


MINIMUM QUALIFICATIONS

Required Education and Experience

  • A Bachelorโ€™s Degree from an accredited college or university with emphasis in Electrical Engineering, Computer Engineering, Computer Science or a related discipline, and Seven (8) years of Experience with installation, maintenance, and automation programming, including SCADA HMI/PLC and BAS systems and associated equipment and software ; or a combination of experience and education that results in the required knowledge, skills, and abilities is required.

Preferred Experience:

  • Experienced with ISA standards and interpretation of P&ID drawings. Expertise with the development of control system network architectures
  • Minimum of 5 years of engineering automation control programming
  • Ability to use Electrical Engineering training to support the River Authority with electrical power systems design review


Required Education/Certification/License:

โ˜’ Must have and maintain a valid driverโ€™s license and an insurable driving record.

Preferred Education/Certification/License:

  • Professional Engineering License (P.E.), issued in the State of Texas
  • ISA Certified Automation Professional (CAP), or able to obtain within 12 months of employment
  • Cybersecurity and Infrastructure Security Agency (CISA) Certification, or able to obtain within 12 months of employment
