McBride Consulting has an exciting opportunity for a Test Manager providing support to the Air Force Life Cycle Management Center, Intelligence, Surveillance, Reconnaissance and Special Operations Directorate (AFLCMC/HB).
The Air Force Program Executive Office for Intelligence, Surveillance, Reconnaissance and Special Operations (PEO ISR SOF) manages the modernization, development, testing, production, fielding, and sustainment of over 200 programs supporting the United States Air Force and allied partners worldwide. This position supports the Foreign Military Sales (FMS) Division and specifically the Airborne Warning and Control System (AWACS) program supporting the Royal Saudi Air Force. As part of the International Airborne Battle Management Command and Control Division (AFLCMC/WIW), the selected candidate will provide Test and Evaluation (T&E) support to ensure system capabilities meet operational requirements while supporting acquisition, modernization, integration, and sustainment efforts.This effort will focus on the AWACS RSAF upgrade, know as the RAMP upgrade.This is a $1.3 Billion Dollar Aircraft Mod.
This is a full time position at Hanscom AFB, MA.
This position supports the Foreign Military Sales (FMS) Division and specifically the Airborne Warning and Control System (AWACS) program supporting the Royal Saudi Air Force. As part of the International Airborne Battle Management Command and Control Division (AFLCMC/WIW), the selected candidate will provide acquisition, engineering, logistics, cybersecurity, test, or program management support, as applicable to their assigned role, ensuring successful execution of FMS efforts while supporting cost, schedule, performance, and mission objectives for a key international partner.
Duties include, but not limited to:
  • Plan, coordinate, and execute Test and Evaluation (T&E) activities supporting Foreign Military Sales (FMS) AWACS programs.
  • Develop test concepts, methodologies, strategies, plans, procedures, and reports supporting system verification and validation activities.
  • Support Developmental Test & Evaluation (DT&E), Operational Test & Evaluation (OT&E), and end-user operational testing activities.
  • Coordinate test activities among government organizations, contractors, operational users, and international stakeholders.
  • Develop and maintain test schedules, track testing progress, and provide status updates to program leadership.
  • Evaluate system performance, operational effectiveness, suitability, and mission readiness through analysis of test data and results.
  • Support requirements verification and validation activities to ensure systems meet operational and technical objectives.
  • Prepare technical documentation including test plans, test procedures, test reports, analyses, cost estimates, and engineering recommendations.
  • Identify, assess, and document risks, deficiencies, and corrective actions resulting from test activities.
  • Review and evaluate test results to ensure technical accuracy, completeness, and compliance with program requirements.
  • Support system integration testing and interoperability assessments involving airborne command and control systems and associated mission systems.
  • Participate in technical reviews, program management reviews, engineering working groups, and Integrated Product Teams (IPTs).
  • Provide recommendations to program leadership regarding testing strategies, system performance, and program execution.

Minimum Required Qualifications
Clearance: Must have and be able to maintain a Secret level Clearance
  • Experience developing and executing test plans, procedures, and reports.
  • Experience supporting system verification, validation, and operational testing activities.
  • Knowledge of DoD acquisition and Test & Evaluation processes.
  • Strong written and verbal communication skills.

Preferred Qualifications
Clearance: Top Secret level clearance
Education: Bachelor's or Master's Degree in a professional engineering discipline
Years of experience: 8 years of directly related experience with 5 years in a DoD setting
  • Test Manager Course certification or course completion.
  • Experience supporting Foreign Military Sales (FMS) programs.
  • Experience supporting airborne command and control, ISR, battle management, or mission systems programs.
  • Experience supporting Air Force acquisition organizations.
  • Experience working with operational users and international partners.
  • Familiarity with AWACS (E-3), airborne surveillance systems, or command and control platforms.
