V2X is seeking an experience Mobile User Objective System (MUOS) System Administrator to support our government client. The NCTAMS PAC program oversees the operation and maintenance of 4 Operations Centers: Wahiawa, Hawaii Satellite Communications (SATCOM), Mobile User Objective System (MUOS), Kaneohe, Hawaii Tactical Support Communications (TSCOMM), Naval Radio Transmitting Facility (NRTF). This position will support the Wahiawa SATCOM/MUOS facility.
Responsibilities
  • Follow help desk CONOPS, local Standard Operating Procedures, and other directives provided by the Government.
  • Report operational status to the JFTOC Watch Officer and ARSTRAT Global Watch Officer real time IAW the MUOS CONOPS
  • Perform system administration of all systems and equipment located at the Wahiawa ground station.
  • Work closely with the MUOS System Engineer to gain detailed knowledge of the MUOS system beyond the current IETM and O-Level requirements (i.e. Knowledge Transfer)
  • Support management of the Global Network Management Facility - MUOS Ground System Networks, and monitor MUOS Network status and respond to Fault Configuration Accountability Performance and Security (FCAPS) alerts and events.
  • Manage trouble ticket tracking and review IAW the MUOS Help Desk & Operations Manager CONOPS and ITSM user guide.
  • Provide operations and maintenance support of the MUOS Global Network Management Facility NOC, Switching Facility, and Radio Access Facility, ancillary equipment including 6 earth terminals.
  • Analyze network topologies, traffic usage, and capacity requirements
  • Provide real-time network and satellite operations management and troubleshooting, monitoring of network health and status, management and /response to Faults, Failures, Alarms, and Events, management and response to security events.
  • Coordinate and support troubleshooting and repair activities for all four ground stations and switching facilities.
  • Analyze reports and monitor long-term network performance such as processor loads and traffic levels. Offer technical expertise to classify problems/issues/failures within the networking domain and identify the appropriate personnel for resolution; Assist in the diagnosis and resolution of problems/issues/failures reported by Users.
  • Perform network and server administration, software administration, database maintenance, installation and replacement of expired or revoked application certificates, system account and password management. Retrieve network device configuration backups and parameters, generate and configure authentication keys, restore backup configuration to network devices, maintain MGS Radiant Mercury accounts and set password, apply Vintela Authentication Services, Agent Solaris, Implement sequential CLI commands for TSM client Schedulers (Windows, SQL, DB2, Solaris, Linux), Modification of FOUO Proxy CDR collector XML configuration file.
  • Perform administration of security policies, manage area access, manage, and install crypto key materials: HAIPE, SSL, SAASM, SNMP v3, Encryptors, DoD PKI certs, and SFTP, Initializing, loading, and filling NMF equipment keying Material.
  • Operate, manage, maintain, and monitor all SATCOM telecommunications and vital electrical support systems to ensure 24 hours a day, 7 days a week continuous communication services IAW all applicable Strategic Command Instruction (SI), Tech. pubs, SOPs, and other directives provided by the Government.
  • Manage software security related parameters, including Intrusion Detection Systems (IDS), Anti- Virus (AV) software, and Firewalls (FW); Use Security Information Event Management (SIEM) software to investigate possible Offensive Information Operations (OIO).
  • Other duties as assigned.

Qualifications
Education / Certifications: One-year related experience may be substituted for one year of education, if degree is required.
  • Bachelor's Degree is Systems Engineering, Computer Science, or related field
  • Must be a US Citizen
  • MUOS operators and maintainers will be CSWF certified IAW DOD 8140.1, SECNAV 5239.2 and all DOD and DON CSWF directives / instructions.

Experience:
  • 4 years of specialized technical experience
  • Must be minimally IAT Level II certified with appropriate baseline security and operating system/computer environment (OS/CE) certification in accordance with DoD 8570. 1-M and SECNAV-M 5239. 2)
  • Have remote-WAN management, system administrator, crypto key management, and IA background

Skills & Technology Used:
  • SATCOM operations, management, and troubleshooting skills and experience, in relation to UHF, SHF, and EHF/AEHF frequency ranges and communications suites.
  • SATCOM watch floor: 40-hr/week watch rotation supporting a 24x7 watch floor.
  • Active Secret Clearance
