Overview

DLH Corporation is looking for a Data Analyst, using R and SAS, to join our talented and innovative team supporting the Centers for Disease Control and Prevention (CDC) in Atlanta, GA.

CDC's National Center for HIV/AIDS, Viral Hepatitis, STD, and TB Prevention (NCHHSTP), the Division of HIV Prevention (DHP) is charged with preventing HIV infection and reducing the incidence of HIV-related illness and death. The overarching objectives of the contract held by DLH are to assist DHP in addressing its public health mission by providing data management, data governance, data analysis, and data dissemination support to strengthen the nationwide capacity to monitor the HIV epidemic. As such, DLH is seeking a Data Analyst with the following skills:

Responsibilities

  • Provide training and demonstration on translating SAS programs to R.
  • Develop R and SAS programs for validating surveillance study data.
  • Verify that all variables that should be included in the resulting dataset are present in the dataset and extraneous variables are excluded.
  • Identify data discrepancies and other inconsistencies in the resulting dataset.
  • Run duplicate procedures and comparison of results to ensure validity with applicable standards of the resulting final data sets, indicators, questionnaire coding, metadata set, R and SAS programming, and output files.
  • Determine that variables calculated during data processing were calculated correctly (e.g., variable combining Race/Hispanic ethnicity).
  • Ensure that lost interviews have been added to the resulting dataset.
  • Generate data tables reflecting aggregate numbers for key indicators of data quality and aggregate recruitment numbers for study areas.
  • Review output from the R and SAS programs generated above, and identify problems in the output that need to be reported.
  • Review online data error logs from each study area to ensure that requested data modifications are in keeping with rules outlined by the study.
  • Identify errors/omissions of variable formats or labels. Document problems and proposed corrections needed to be made by the team before finalizing the data.
  • Review the data files containing raw interviews (i.e., QDS data warehouses) to ensure that study areas have not deleted interviews and that the exported number of interviews is the same as the number in the resulting dataset. Document problems and proposed corrections needed to be made by the team to finalize the data.
  • Review the quality of the weights generated for venue-based sampling cycles.

Qualifications

  • Master's degree in public health or related field.
  • 2 years of experience in generating SAS and R outputs.
  • Must have scientific writing skills, supervisory skills, and advanced knowledge of statistics.

  • Strong demonstrated R and SAS experience.
  • Clear communication (written and verbal).
  • Must be able to obtain a Public Trust clearance

Preferred Qualifications

  • Transferring legacy SAS programs to R.
  • Knowledge of HIV data and public health surveillance systems.
  • Experience with large (>500,000 observations), document-based datasets.
  • Detail-oriented and able to create meticulous documentation of variables, datasets, and data attributes with a commitment to generating accurate data and products.
  • Strong organizational and interpersonal skills.
  • Proficient Coding experience in R and SAS.
  • Experience with behavioral surveillance data.
  • Experience with Respondent Driven Sampling (RDS) methodology and data.
  • Data analysis skills (conducting regression models).
