Job description

Special Access Program (SAP) Product Security Manager

Job Description

Everforth ECS Federal has an immediate opening for a Special Access Program (SAP) Product Security Managerfor a Department of Defense (DoD) network located in a contractor facility.

The ideal candidate will provide a qualified Product Security Manager (PSM) to support Special Access Program (SAP) activities within the JIATF-401 J2. The PSM shall provide direct security support to sensitive intelligence, technical, and operational activities supporting the counter-UXS mission and shall coordinate closely with the Government Special Security Officer (GSSO), operational personnel, technical teams, contractors, program managers, and external security stakeholders.

The PSM shall be responsible for the day-to-day administration, coordination, and implementation of assigned SAP security requirements. Duties shall include personnel access processing, visitor control, facility compliance, information protection, meeting coordination, secure transportation procedures, document accountability, security inspections, incident reporting, indoctrinations, debriefings, and security education support.

The PSM shall assist in maintaining compliance with applicable SAP, SCI, and collateral security requirements while enabling operational responsiveness and mission execution. The PSM shall also coordinate with technical personnel, contractors, program managers, and external security offices to resolve access, facility, classification, and security coordination issues that may affect mission activities.

The PSM shall support the development and execution of practical security procedures that enable secure collaboration, technical integration, and compartmented mission support within a dynamic operational environment.

PRIMARY DUTIES:

  • Administering SAP security requirements in accordance with applicable government security policies and procedures.
  • Supporting personnel access, indoctrination, debriefing, and visitor control processes.
  • Maintaining document accountability and supporting information protection requirements.
  • Coordinating secure meetings, operational activities, and transportation procedures.
  • Assisting with security inspections, compliance reviews, incident reporting, and corrective actions.
  • Resolving security coordination issues involving access, facilities, classification, and program support.
  • Working effectively with government security personnel, technical teams, contractors, program managers, and external mission partners.
  • Developing practical security procedures that support mission execution while maintaining required compartmented controls.
  • Must have a Bachelor’s Degree with 5+ years of relevant experience
  • Demonstrated experience supporting Special Access Program security operations , preferably within a DoD, Intelligence Community, Combatant Command, Joint Task Force, or operational mission environment.
  • Working knowledge of SAP, SCI, collateral, and industrial security requirements , including applicable DoD SAP security policy, SAP facility/security procedures, classified information protection, and contractor security obligations. DoD SAP guidance establishes enhanced safeguarding and access requirements for certain classified information, and 32 CFR Part 117 serves as the current NISPOM rule for cleared contractor security requirements.
  • Experience coordinating with Government security officials , including the Government Special Security Officer, Program Security Officer, Contractor Program Security Officer, Special Security Officer, Facility Security Officer, and external security offices.
  • Experience administering personnel security and access control processes , including access nominations, indoctrinations, debriefings, visitor control, visit requests, clearance verification, and access rosters.
  • Experience supporting SAPF, SCIF, or secure facility operations , including facility compliance, secure meeting coordination, document control, physical security procedures, and operational activity support. ICD 705 establishes uniform physical and technical security requirements for IC SCIFs, and related technical specifications are commonly used for SCIF/SAPF construction and management considerations.
  • Experience protecting classified and controlled information , including document accountability, classification marking, secure storage, transmission, transportation, destruction, and information handling procedures.
  • Ability to support security inspections, compliance reviews, incident reporting, corrective actions, and security education activities in coordination with government and contractor security personnel. CDSE’s SAP training materials identify compliance inspections, annual reviews, audits, and security education as core areas for SAP security professionals.
  • Strong coordination and communication skills , with the ability to resolve access, facility, classification, and security coordination issues affecting mission execution.

Ability to operate in a fast-paced, operational environment while balancing mission responsiveness with required compartmented security controls.

  • Prior experience with supporting AP activities in an operational intelligence, technical exploitation, counter-UAS/counter-UXS, defense technology, or sensitive acquisition environment.
  • Experience working with technical teams, engineers, program managers, intelligence analysts, operational planners, and interagency mission partners.
  • Familiarity with DoD SAP policy, DoD information security requirements, SCI security procedures, NISPOM requirements, and ICD 705-related facility standards. CDSE’s SAP toolkit identifies DoD Directive 5205.07, DoDI 5205.11, DoDM 5205.07, and SAP security training resources as key references for SAP security personnel.
  • Experience preparing or supporting standard operating procedures, security plans, security classification guides, DD Form 254 coordination, visit authorization processes, and program access documentation.
  • Experience supporting secure transportation, classified meetings, SAP working groups, technical demonstrations, testing events, and operationally sensitive mission activities.
  • Completion of relevant security training such as Introduction to SAPs, SAP Security Awareness, SAP Security Compliance Inspections, SAP Mid-Level Security Management, Information Security, Personnel Security, Physical Security, or related CDSE training. CDSE maintains SAP courses and tools designed to prepare and support SAP security professionals.
