Position Description
The Roadway Maintenance Inspector inspects the routine maintenance and day-to-day activities performed in assigned portion of the HCTRA system, ensuring the safety of the traveling public. Coordinates with contractors and HCTRA staff to ensure materials or equipment are acquired for projects. Inspects the condition of the HCTRA system and HCTRA assets and reports any issues to manager. Responds to emergency situations for initial survey of any damage to any HCTRA assets.
Duties and Responsibilities:
The incumbent is responsible for executing the duties and responsibilities listed below and other duties as assigned. Some positions may require working before, during, or after an emergency or disaster at the department's discretion.
  • Inspects travel lanes on HCTRA system and HCTRA right-of-way to ensure the safety of traveling public.
  • Inspects and monitors all HCTRA assets in assigned section of the toll road system to make sure they are in optimal and efficient conditions.
  • Oversees the work performed by contractors and vendors maintaining the HCTRA system.
  • Coordinates with contractors and appropriate HCTRA personnel to obtain any needed materials, tools, and equipment.
  • Prepares documentation needed for roadway projects and repairs; provides progress updates of ongoing roadway projects, reports issues, and recommends maintenance solutions.
  • Inspects facilities to ensure compliance with safety and health codes.
  • Assists with system preparations for inclement weather.

Requirements
Education and Experience:
  • High school diploma or G.E.D. equivalent from an accredited institution.
  • Minimum two (2) years' experience in roadway or facility maintenance and/or construction.
  • Valid Texas driver's license and good driving record.
Knowledge, Skills, and Abilities:
  • Basic computer skills and knowledge of Microsoft Office suite.
  • Excellent verbal and written communication skills; good active listening skills.
  • Ability to adapt and solve problems in situations where only limited standardization exists.
  • Strong time management skills and ability to prioritize and multi-task.
  • Ability to collaborate, be accountable, and work in a team environment.
  • Ability to compare alternative courses of action and make sound decisions.
  • Knowledge of roadway maintenance methods and procedures.
Physical Demands:
  • This position requires extended periods of driving and sitting.
  • Must be able to safely and efficiently move around all parts of a construction site including excavations, heights, and confined spaces.
  • May exert up to 20 pounds of force frequently, and/or a negligible amount of force constantly to move objects.

General Information
Position Type and Typical Hours Work:
  • This is a full time position. Must be able to work any day and any shift to include days, evenings, nights, weekends, and holidays.
  • Emergency situations may require additional hours.
  • This position is considered essential personnel and is subject to being held over or working extra shifts as needed during times of emergency, declared disasters, or as needed to support critical business functions and to provide services for the benefit of the public while other governmental office could be or are closed.
Work Environment:
  • The job may require extended time outside in all weather conditions.
  • Exposure to extreme temperatures, environmental noise typically present on a roadway or in construction areas is possible.
  • May be exposed to other hazards during inclement weather or maintenance emergency response activities.
Reporting Relations:
Reports To Position: Manager, Roadway Maintenance
Employment may be contingent on passing a drug screen and meeting other standards.
