KBR's Exploration & Logistics (E&L) business unit delivers mission-critical solutions supporting global defense, federal civilian, logistics, engineering, and space exploration missions. E&L provides integrated capabilities across logistics and sustainment, mission operations, engineering services, readiness and modernization programs, scientific research support, and exploration initiatives in some of the world's most complex and challenging environments.
The business unit supports customers across the Department of Defense, federal civilian agencies, and commercial partners, delivering innovative solutions that enhance mission readiness, operational effectiveness, and long-term mission success.
Job Summary
The Program Manager serves as the senior on-site leader and primary point of contact with the customer, overseeing all operational, logistical, and administrative functions to ensure contract requirements are met safely, on time, and within scope. The Program Manager provides strategic direction, ensures integration across all functional areas (logistics, facilities, life support, procurement, and subcontract management), and maintains high levels of customer satisfaction.
This role requires an experienced, forward-leaning leader capable of operating in austere, rapidly changing environments while maintaining strict compliance with contractual, safety, and quality standards. The PM will enforce KBR's Zero Harm culture and ensure all operations are executed in accordance with company policies, applicable regulations, and customer requirements
This position is contingent upon award of the contract.
Roles and Responsibilities
  • Serve as the primary on-site point of contact for the customer, local government, and key stakeholders across the operations.
  • Provide overall leadership and direction for all program activities, ensuring alignment with contract requirements, mission priorities, and customer expectations.
  • Oversee subcontractor performance, ensuring full compliance with KBR standards, reporting requirements, and contractual obligations.
  • Ensure all subcontractors adhere to KBR's Zero Harm safety culture, quality standards, and reporting expectations.
  • Monitor program performance through metrics, reporting, and regular status updates, providing clear, accurate information to leadership and customers.
  • Track program risks, issues, and dependencies, implementing mitigation strategies to maintain operational continuity.
  • Manage program resources, including personnel, equipment, and materials, to ensure operational readiness and efficiency.
  • Oversee procurement and supply chain activities, ensuring timely sourcing, delivery, and accountability of materials and services.
  • Ensure compliance with contractual, regulatory, and company policies, including safety, environmental, and quality requirements.
  • Maintain audit-ready documentation, including operational logs, reports, and financial tracking.
  • Support financial performance, including cost control, reporting, and coordination with project controls and billing teams.
  • Lead internal and external meetings, briefings, and reporting cycles, ensuring clear communication across all stakeholders.
  • Promote a culture of accountability, professionalism, responsiveness, and continuous improvement across the program team.

Basic Qualifications
  • Bachelor's degree in Program Management, Logistics, Business Administration, Engineering, or a related field (or equivalent experience).
  • Minimum 15+ years of program management experience managing large multiple site O&M contracts.
  • Proven leadership experience overseeing multi-functional teams (operations, logistics, procurement, facilities, etc.).
  • Expertise in OPI/KPI reporting, risk management integration, and formal change control processes
  • Strong understanding of logistics, supply chain management, and base operations support services.
  • Excellent communication and interpersonal skills with the ability to engage senior stakeholders and customers.
  • Strong organizational skills with the ability to manage multiple priorities and rapidly changing requirements.
  • Ability to maintain high standards of compliance, safety, and quality in dynamic environments.
  • U.S. citizenship (if required by contract).
  • Ability to deploy and operate in remote or austere locations.

Preferred Qualifications
  • Master's degree
  • PMP
  • CMRP and Change Leader Certification
  • Experience managing subcontractors and local vendor networks in remote locations.
  • Knowledge of ITAR, safety compliance frameworks, and quality management systems.
  • Strong proficiency in reporting tools, Excel-based tracking, and program performance dashboards.
