Job description

THE ORGANIZATIONAL SETTING
 

The Staff Employment and Administration Section (SEA) is one of three Human Resources sections within the Administration and Services Bureau in ICAO. SEA is responsible for: administration of contracts (staff and non-staff personnel), contract management, administration of benefits and entitlements, management of pension and other social security entitlements, protocol related matters and oversight of the Medical Clinic and staff accreditation matters.

The Social Security and Pension Unit (SSP) is responsible for: the administration of staff benefits with respect to staff enrolment in the United Nations Joint Staff Pension Fund (UNJSPF) and all insurances, including after-service coverage; the application of review procedures for compensation claims and disability benefits; the interpretation of the provisions of the regulations, rules and pension adjustment system of the UNJSPF; the provision of advice to staff on pension entitlements and medical and after-service benefits; oversight of the ICAO Medical Clinic and liaison with the ICAO Medical Consultant(s) on occupational safety and health matters, and with the Quebec Government on matters relating to Medicare; and administration of the Employee Assistance Programme.

Under the overall supervision of Chief, Human Resources Staff Employment and Administration Section, the incumbent works in close collaboration with ICAO's Occupational Health Clinical Nurse, who coordinates with management and provides technical support to the team throughout the processes of planning and delivery of medical services to ICAO staff, the Delegations and staff of other UN Organizations in Montreal on routine day to day matters related to delivery of medical services and the HR Specialist (Social Security and Benefits) on administrative matters and activities relating to Social Security and Pension (SSP).  
 

MAJOR DUTIES AND RESPONSIBILITIES
  • Providing comprehensive primary medical care to patients with acute and chronic health conditions by offering effective pharmacological, complementary, or counselling interventions.
  • Diagnosis and treatment of medical conditions.
  • Management and follow-up of chronic conditions; developing treatment plans monitoring the patient's condition and adjusting the treatment as needed.
  • Establishing appropriate medical employment limitations (MEL) recommendations.
  • Providing referrals to other health care providers for further evaluation or treatment.
  • Coordinating care with other healthcare providers and ensuring that the patient receives appropriate follow up care.
  • Recommending sick leave when warranted.
  • Implementing strategies to promote health and prevent illness.
  • Reviewing, recommending, and administering immunizations, as needed, following WHO and CDC applicable guidelines.

RESULT OF SERVICE

The International Civil Aviation Organization (ICAO) is seeking a primary care medical practitioner, RAMQ affiliated, to provide healthcare services to the ICAO staff, and Members of National Delegations, including their dependents/family members (Note: dependent children must be between 5 to 18 years old).

The incumbent will function as a treating physician to staff and delegates for the duration of their contract and will be an essential member of the health care team. The incumbent will be responsible for the provision of primary care, minor trauma care, health promotion, prevention of diseases and injuries and support services.
 

QUALIFICATIONS AND EXPERIENCE
 
Educational background

 
Essential

  Doctor of Medicine (M.D.)

  Certification in Family Medicine with the College des medecins du Quebec. 

  Basic Life Support for Health Providers or CPR/AED Level C Certification

 
Professional experience and Knowledge

 
Essential

  At least seven years of full-time equivalent experience directly providing patient medical care in an ambulatory primary care, urgent care or emergency medicine setting.

  RAMQ affiliated.

  Operational DSQ key.

Desirable

   Experience in the care of children.

   Experience with EMR.

   Experience with CRDS.

   Experience with DSQ.
