POSITION SUMMARY
The Residential Services Coordinator (RSC) is a supervisory/management position responsible for the daily management, coordination, and oversight of assigned residential homes and services supporting individuals with intellectual and developmental disabilities (IDD).
The RSC reports directly to the Director of Programs and has direct supervisory responsibility for assigned Direct Support Professionals (DSPs). The RSC is responsible for DSP scheduling, supervision, coaching, performance monitoring, documentation oversight, residential operations, individual services and programs, health and safety practices, and implementation of person-centered services and supports.
The RSC ensures residential services are provided safely, consistently, respectfully, and in accordance with organizational policies and procedures, applicable Texas Health and Human Services Commission (HHSC) requirements, ICF/IID requirements, applicable IDD program requirements, and federal and state regulations.
The RSC serves as the primary supervisory link between DSPs and the Director of Programs and works collaboratively with nursing and clinical personnel, Human Resources, administration, individuals receiving services, families/guardians, and members of the interdisciplinary team.
ESSENTIAL DUTIES AND RESPONSIBILITIES1. Residential Operations
  • Provide day-to-day supervisory and operational oversight of assigned residential homes.
  • Conduct regular visits to assigned homes to monitor the quality and consistency of services provided by DSPs.
  • Ensure residential environments are safe, clean, sanitary, organized, and maintained in a manner that promotes individual dignity, comfort, and quality of life.
  • Identify operational, staffing, safety, maintenance, documentation, and client-care concerns and ensure appropriate corrective action.
  • Immediately communicate significant operational, compliance, or individual safety concerns to the Director of Programs.
  • Monitor household groceries, supplies, personal-care products, linens, cleaning supplies, and other items necessary to meet individual needs.
  • Coordinate maintenance and repair needs and report conditions that may create health or safety concerns.
  • Ensure emergency procedures, evacuation information, emergency supplies, and required postings are maintained within assigned homes.
  • Assist the Director of Programs with preparation for regulatory surveys, inspections, audits, investigations, plans of correction, and quality-improvement activities.
2. Direct Supervision of DSPs
  • Provide daily direction, supervision, coaching, and support to DSPs.
  • Establish and communicate clear performance, attendance, conduct, and service-delivery expectations.
  • Monitor DSP attendance, punctuality, reliability, professionalism, documentation, individual interactions, and overall job performance.
  • Conduct routine observations of DSP performance within residential settings.
  • Provide coaching, counseling, and retraining when performance deficiencies are identified.
  • Conduct or participate in DSP performance evaluations as required.
  • Document employee performance and conduct concerns and communicate significant or recurring concerns to the Director of Programs.
  • Coordinate with the Director of Programs and Human Resources regarding corrective action, employee investigations, and other employee-relations matters.
  • Ensure DSPs comply with organizational policies, procedures, individual plans, supervisory instructions, and applicable regulatory requirements.
  • Promote professional communication, teamwork, accountability, reliability, and respectful workplace practices.
  • Immediately report serious misconduct, suspected abuse, neglect, exploitation, safety violations, or other significant concerns through required reporting channels.
3. DSP Staffing and Scheduling
  • Develop, maintain, and monitor DSP schedules for assigned residential homes.
  • Ensure adequate DSP coverage based upon individual needs, approved staffing patterns, program requirements, and organizational expectations.
  • Coordinate staffing coverage for call-ins, vacancies, PTO, leaves of absence, emergencies, and other staffing shortages.
  • Communicate unresolved staffing shortages and patterns of attendance concerns to the Director of Programs.
  • Monitor DSP overtime and staffing utilization and work with the Director of Programs to minimize unnecessary overtime while maintaining safe and appropriate staffing coverage.
  • Ensure DSPs are appropriately trained and authorized before assigning duties requiring specific training, competency, certification, or delegation.
  • Maintain appropriate staffing communication procedures.
  • Provide direct operational assistance when necessary to protect individual health and safety and maintain required services.
  • Participate in the organization's on-call rotation as assigned.
4. Individual Services and Person-Centered Support
  • Ensure DSPs provide services in accordance with each individual's current service plan, plan of care, person-centered plan, program objectives, behavioral supports, health-related instructions, supervision requirements, and identified preferences.
  • Ensure individuals are treated with dignity, respect, privacy, and consideration.
  • Promote individual choice, independence, self-determination, community participation, and opportunities for personal growth.
  • Observe DSP interactions with individuals and promptly address inappropriate or inconsistent service delivery.
  • Monitor implementation of individual programs and services within assigned homes.
  • Ensure DSPs understand changes to individual plans, programs, and support requirements.
  • Monitor and ensure appropriate reporting of changes in an individual's behavior, functioning, health, safety, or support needs.
  • Report significant individual concerns to the Director of Programs and appropriate nursing or clinical personnel.
  • Participate in individual planning meetings, interdisciplinary team meetings, staffing meetings, and other program meetings as assigned by the Director of Programs.
5. Documentation and Records
  • Supervise DSP completion of required residential and individual-service documentation.
  • Review DSP documentation routinely for completeness, accuracy, timeliness, and compliance.
  • Monitor progress notes, service documentation, program data, behavior documentation, shift documentation, community participation records, incident documentation, and other required records.
  • Identify missing, late, incomplete, inaccurate, or inconsistent documentation and ensure appropriate corrections are completed within established timeframes.
  • Provide coaching and retraining to DSPs when documentation deficiencies are identified.
  • Report recurring or serious documentation deficiencies to the Director of Programs.
  • Ensure confidential individual information and records are appropriately protected.
  • Participate in internal documentation reviews, audits, and quality-assurance activities.
6. Health, Medical and Medication Coordination
  • Work collaboratively with nursing personnel to ensure health-related instructions are properly implemented by DSPs within assigned residential homes.
  • Ensure DSPs promptly report changes in individual health status, injuries, illnesses, medication concerns, behavioral changes, or other significant conditions.
  • Assist with coordination of medical appointments and follow-up requirements as assigned.
  • Monitor completion of required health-related documentation.
  • Ensure medication-related responsibilities are performed only by appropriately trained and authorized personnel and in accordance with applicable requirements.
  • Ensure medication errors, missed medications, adverse reactions, and other medication concerns are immediately reported according to organizational procedures.
  • Immediately communicate significant health or medication concerns to appropriate nursing personnel and the Director of Programs.
  • Ensure DSPs understand and follow applicable emergency medical procedures.
7. Incident Management, Abuse, Neglect and Exploitation
  • Maintain and enforce zero tolerance for abuse, neglect, exploitation, mistreatment, retaliation, and violations of individual rights.
  • Ensure DSPs understand their mandatory reporting responsibilities.
  • Ensure allegations, suspicions, incidents, injuries, unusual occurrences, and other reportable events are immediately reported according to applicable requirements and organizational policy.
  • Take immediate action within the RSC's authority to protect individual health and safety.
  • Immediately escalate serious incidents and allegations to the Director of Programs and other designated personnel.
  • Ensure DSPs complete required incident documentation accurately and timely.
  • Cooperate fully with internal investigations and investigations conducted by regulatory or protective agencies.
  • Preserve relevant records and information as required.
  • Never interfere with, delay, discourage, or retaliate against an individual or employee making a good-faith report.
8. Individual Rights
  • Ensure DSPs protect and promote the legal and human rights of individuals receiving services.
  • Ensure individuals are treated with dignity and respect and protected from abuse, neglect, exploitation, coercion, intimidation, retaliation, and inappropriate restrictions.
  • Promote individual privacy and confidentiality.
  • Ensure DSPs understand individual rights and procedures for reporting suspected rights violations.
  • Immediately address and report potential rights violations.
  • Support individuals in exercising informed choice and participating in decisions affecting their lives.
9. Behavioral and Program Support
  • Supervise DSP implementation of approved behavior-support strategies, program interventions, and individual objectives.
  • Monitor behavioral documentation and required data collection.
  • Identify inconsistencies in DSP implementation and provide or coordinate appropriate retraining.
  • Report significant behavioral changes or concerns to the Director of Programs and appropriate clinical/program personnel.
  • Ensure unauthorized or prohibited restrictive practices are not used.
  • Ensure DSPs receive information and appropriate training when behavioral or program strategies are revised.
10. Community Integration and Quality of Life
  • Ensure DSPs promote meaningful community participation based upon each individual's interests, abilities, preferences, and service plan.
  • Support opportunities for recreational, social, educational, vocational, religious, and community activities consistent with individual choice.
  • Promote independence and development of natural supports and personal relationships.
  • Coordinate DSP staffing and transportation necessary to support planned community participation.
11. Transportation and Vehicle Oversight
  • Monitor assigned residential vehicles for cleanliness, safety, and operational readiness.
  • Ensure DSPs complete required vehicle inspections and documentation.
  • Ensure only appropriately licensed and authorized employees operate organizational vehicles.
  • Ensure vehicle accidents, damage, mechanical concerns, citations, or unsafe conditions are promptly reported.
  • Notify the Director of Programs of significant vehicle or transportation concerns.
  • Ensure transportation practices protect individual health and safety.
12. DSP Training and Development
  • Participate in orientation and onboarding of newly assigned DSPs.
  • Ensure DSPs complete required initial and ongoing training within established timeframes.
  • Provide on-the-job coaching and competency reinforcement.
  • Identify DSP training needs based on supervisory observations, documentation reviews, incidents, performance deficiencies, and changes in individual needs.
  • Coordinate required retraining with the Director of Programs and appropriate departments.
  • Ensure DSPs are informed of changes to organizational policies, procedures, individual plans, programs, and applicable requirements.
  • Monitor DSP competency and report significant training or performance deficiencies to the Director of Programs.
13. Regulatory Compliance and Quality Assurance
  • Help ensure assigned residential homes and DSPs comply with Texas Health and Human Services Commission (HHSC) requirements.
  • Help ensure compliance with applicable ICF/IID requirements and Conditions of Participation and applicable Texas IDD program requirements.
  • Monitor compliance with individual rights and protections, abuse/neglect/exploitation reporting, incident management, person-centered service delivery, health and safety, emergency preparedness, confidentiality, organizational policies, and internal quality-assurance standards.
  • Immediately communicate significant compliance concerns to the Director of Programs and assist with implementation and monitoring of corrective actions.
SUPERVISORY RESPONSIBILITIES
The Residential Services Coordinator has direct supervisory responsibility for assigned Direct Support Professionals (DSPs).
  • Schedule and assign work and provide daily direction and supervision.
  • Monitor attendance, punctuality, employee conduct, and job performance.
  • Review DSP documentation and conduct supervisory observations.
  • Provide coaching, counseling, and retraining.
  • Participate in performance evaluations and doc
