Background/OrganizationalContext

TheDevelopment Economics Survey Unit (DECSU) in the World Bank Group's DevelopmentEconomics Vice Presidency supports the production and use of high-qualityhousehold survey data in low- and middle-income countries. Through the LivingStandards Measurement Study (LSMS) program, DECSU advances methodologicalinnovation in household survey design, implementation, and data quality, with afocus on improving the evidence base for development policy and research.

As part ofthis agenda, DECSU is implementing a randomized survey experiment in Bangladeshto test approaches for improving the measurement of climate risk perceptions,adaptation strategies, and the impacts of climate events on households. Theproject responds to a specific gap: while adaptation is widely recognized as apolicy priority, relatively little is known about whether the surveyinstruments used to track it measure what they claim to measure - with directconsequences for how governments and development institutions understandexposure, vulnerability, and adaptive behavior. The experiment is designed togenerate rigorous evidence on how survey design choices shape the measurementof climate risk perceptions and adaptation.

Duties andResponsibilities

The Fellowwill join the team supporting an ongoing randomized survey experiment inBangladesh examining how survey mode, elicitation method, and module designaffect the measurement of flood risk expectations, adaptation and impacts. Thestudy follows 1,500 households, stratified by flood exposure, across fourrounds of data collection timed to coincide with the monsoon season. Householdsare interviewed in person at baseline and randomly assigned to phone orin-person interviews in subsequent rounds, alongside additional orthogonalrandomization into different methodological experiments. A sub-sample ofhouseholds also participates in a high-frequency data collection exercisethrough an interactive survey platform, enabling real-time monitoring of householdexposure to and impacts of floods during the monsoon season. Baseline and Round1 data collection are complete. Round 2 is expected to begin in July 2026 andRound 3 in October 2026, with high-frequency data collection taking placebetween the two rounds.

The assignmentwill contribute to the World Bank's research agenda on improving themeasurement of household climate adaptation, while providing the Fellow withhands-on experience in survey methodology, field experiment implementation,data quality monitoring, and applied quantitative research, as well as theopportunity to produce research outputs with methodological and policy-relevantcontributions.

The scope ofwork includes: cleaning, organizing, and constructing analysis-ready datasetsfrom Round 0 and Round 1 climate adaptation modules, and subsequently fromRound 2 and Round 3 as they become available; supporting the analysis ofhigh-frequency data; conducting a literature review and contributing to theempirical analysis, drafting, and revision of a methods paper examining howelicitation method, question design, and interview mode affect the measurementof flood risk perceptions; contributing to additional research papers, asagreed with the World Bank team, exploring measurement and correlates ofclimate adaptation behavior or the impacts of flood exposure on householdwelfare; supporting the design of the Round 3 survey instrument drawing onfindings from earlier rounds; and supporting the dissemination of findingsthrough seminar and conference participation and the preparation of outreachproducts such as briefs and blog posts.
