Job Summary:

Serves as a lead technician, under the general supervision of a resident engineer, project supervisor, or lab supervisor, performing highly technical activities on highway construction projects, including highway, electrical and landscape construction inspection, area lab materials quality control, field office materials coordination, and construction administration. Inspects, tests and documents complex construction items, such as highways, FMS, lighting, landscaping and irrigation, materials testing, and construction administration. Primary contact for contractors, consultants, and ADOT employees on minor projects or segments of a major project. Resolves issues of concern with contractors. May initiate change orders or force accounts. Reviews completed work of other employees and provides training.

Job Duties:

Review construction plans, specifications, and documentation to ensure compliance with federal, state, and local requirements. Review technical problems and develop procedures and recommendations for resolution of issues. Review, verify and approve calculations, test results and documentation. Review and verify contractor pay quantities before downloading into CPE program. Review and / or prepare contract documents. Perform inspection, documentation, and testing for construction projects.
Prepare project related documentation to ensure conformance with all applicable laws, rules, regulations, and standards. Provide training, coaching, and guidance to employees. Consult with contractors, local agencies, and citizens to develop solutions to resolve issues at the lowest level in the field. Prepare recommendations for project management.

Knowledge, Skills & Abilities (KSAs):

KNOWLEDGE OF:

  • Principles and practices of civil engineering related to the construction of state highway system roadways..
  • Construction Inspection methods, procedures, and techniques.
  • Construction materials testing procedures.
  • Project-related contract, plans, specification and documentation.
  • Verification and review procedures and practices.
  • Federal, state and agency standards, policies and practices.
  • Approved record-keeping and documentation procedures. Materials and equipment used for highway construction

SKILLS IN:

  • Analysis and preparation of data.
  • Written and verbal communication in fluent English.
  • Operation of equipment for completion of assigned duties.

ABILITY TO:

  • Safely drive a full-size pickup truck on-and off-road.
  • Work outdoors for extended time, exposed to heat, cold, dust, and noise, near high speed traffic.
  • Ensure the safe completion of all work.
  • Complete assignments to acceptable standards in a timely manner.
  • Ensure that materials, equipment, and procedures used comply with agency standards
Selective Preference(s):

Two years of journey-level experience as a senior-level technician, performing as a survey party chief, or Inspecting highway construction projects, hot mix and concrete plants, or performing administrative or advanced engineering and construction records maintenance and related duties, or performing construction related quality control and materials testing/inspections.

Pre-Employment Requirements:

Employment is contingent upon passing a physical examination.

Valid Arizona Driver's License. - This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
