Job description
Position Description The Manager of Risk Management is responsible for the strategic development, execution, and oversight of the Precinct's risk mitigation, workplace safety, emergency management, and internal affairs functions. Under the managerial direction of the Area Manager, this role identifies, evaluates, and minimizes operational and organizational risks; ensures regulatory and policy compliance; leads disaster preparedness initiatives; and oversees impartial administrative investigations involving employee misconduct, workplace complaints, grievances, and policy violations across all Precinct facilities, field operations, and public spaces. Duties & Responsibilities: Develop, implement, and continuously update comprehensive precinct-wide risk management frameworks, safety policies, and standard operating procedures (SOPs).
Ensure strict compliance with all federal, state, and local regulations, including OSHA, FEMA, and Texas state safety standards. Monitor updates in safety laws, environmental regulations, and compliance reporting requirements, adapting precinct protocols proactively to minimize liability. Emergency Management & Interagency Collaboration Serve as the primary liaison and coordinate operational planning with critical county agencies, including the Office of Emergency Management (OEM), Central Office of Risk Management, Pollution Control, and the Health Department.
Direct and manage precinct-level disaster readiness, risk assessment, and recovery initiatives before, during, and after emergencies or natural disasters. Establish emergency preparedness protocols and incident command structures aligned with the National Incident Management System (NIMS). Incident Investigation & Claims Analysis Lead thorough, root-cause investigations of all workplace accidents, vehicle collisions, public property incidents, and safety hazards.
Ensure all incident reports, workers' compensation documentation, and risk exposure filings are meticulously completed, analyzed, and submitted within mandated timelines. Analyze claim and incident trends to design targeted corrective action plans and preventative risk-reduction strategies. Internal Affairs Oversight & Employee Conduct Oversee impartial investigations involving employee misconduct, workplace complaints, grievances, policy violations, and other employee relations concerns.
Interview involved parties and witnesses, review evidence, maintain confidential case records, and prepare investigative summaries and disposition correspondence. Advise managers on disciplinary actions, conflict resolution, performance improvement plans, and applicable policies. Coordinate administrative hearings, grievances, and related compliance matters while analyzing case trends and recommending corrective actions, policy updates, and training.
Workforce Training & Risk Awareness Design, schedule, and deliver high impact safety and risk mitigation training curricula for new employee onboarding and continuous education. Coordinate and facilitate specialized training sessions, including CPR, AED, First Aid, hazard communication, and defensive driving. Maintain active tracking databases of employee safety certifications and regulatory compliance tracking.
Field Inspections & Loss Control Conduct routine, rigorous loss-control inspections of precinct facilities, public parks, and active construction sites involving heavy equipment and traffic hazards. Identify potential liabilities, environmental hazards, or structural risks and implement immediate corrective or preventative actions. Fiscal & Administrative Management Forecast, prepare, and manage the division's annual operating budget, ensuring cost-effective allocation of safety gear, emergency tools, and training resources.
Supervise, mentor, and evaluate the performance of the Safety Coordinator and any assigned risk assessment staff. Community & Constituent Relations Address and resolve complex constituent complaints and inquiries regarding localized safety hazards, infrastructure risks, and emergency management concerns. Represent the Precinct at county, municipal, and regional risk management and emergency planning boards.

Emergency Response: Proven capability to direct emergency risk operations and coordinate logistics during critical incidents or environmental disasters. Leadership & Communication: Outstanding written and verbal communication skills; ability to confidently present complex risk, safety, investigative, and compliance matters to senior executives, field staff, employees, and the general public.
Project & Case Management: Strong organizational skills with a demonstrated ability to manage multiple high-priority compliance projects, investigations, deadlines, and sensitive matters simultaneously. Technology Proficiency: Advanced skills in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and risk management, incident tracking, case management, and document management systems. NOTE: Qualifying education, experience, knowledge, and skills must be documented on your job application.

Noise level in the work environment is usually average. Physical Demands: This is largely a sedentary role; however, some filing is required. This would require the ability to lift files of up to 50 lbs., open filling cabinets and bend or stand as necessary
