What are RFI, RFP, and RFQ in the bidding process?

RFI (Request for Information), RFP (Request for Proposal), and RFQ (Request for Quotation) are formal documents used during procurement to gather information and select vendors. An RFI is used early in the process to collect general information about suppliers and their capabilities. An RFP is sent when detailed proposals are needed, often including solutions and pricing for a specific project. An RFQ is used when the requirements are already defined and the main focus is obtaining price quotes. Each document serves a specific purpose in helping organizations make informed purchasing decisions.

What comes first, RFP or RFI?

In the procurement process, a Request for Information (RFI) typically comes first to gather general information from potential vendors. Once the organization has a clear understanding, it issues a Request for Proposal (RFP) to solicit detailed bids from qualified suppliers. RFI helps define project scope, while RFP is used to select the best vendor based on detailed proposals.

How does a professional in RFI/RFP/RFQ Bid management typically collaborate with cross-functional teams during the bidding process?

Professionals managing RFI, RFP, and RFQ bids frequently work closely with cross-functional teams such as sales, legal, finance, and technical experts to gather the necessary information and ensure the proposal meets client requirements. This involves coordinating timelines, clarifying specifications, and facilitating communication between departments to develop comprehensive and competitive responses. Strong collaboration skills are essential, as the role often requires balancing input from multiple stakeholders while adhering to tight deadlines and maintaining proposal quality.

What are the key skills and qualifications needed to thrive as an RFI/RFP/RFQ Bid Specialist, and why are they important?

To thrive as an RFI/RFP/RFQ Bid Specialist, you need strong analytical skills, attention to detail, and a solid understanding of procurement processes, often supported by experience in contract management or supply chain roles. Familiarity with bid management software, CRM systems, and document collaboration tools is typically required. Excellent communication, organizational skills, and the ability to work under tight deadlines help candidates stand out in this position. These skills ensure accurate, timely, and competitive bid submissions that are crucial for winning contracts and driving business growth.

Job description

RFP Manager
Department: Operations
Employment Type: Full Time
Location: United States
Description
At Utilities One, we are driven by innovation, operational excellence, and a commitment to building the future of critical infrastructure. As a trusted turnkey solutions provider across telecom, power, water, renewable energy, and data center sectors, we deliver high-quality services that connect and empower communities. In addition to our core operations, we offer specialized consulting services that help our clients design, optimize, and execute complex infrastructure projects with confidence and precision. We believe our greatest strength is our people - a team of dedicated professionals who bring expertise, collaboration, and integrity to everything they do. Join us and become part of a growing organization where your contributions make a meaningful impact.
As a RFP Manager you will own the front end of build planning and bid response for outside-plant (OSP) construction. This role converts KMZ/KML and other geospatial data into clear, constructible routes; develops quantity takeoffs; identifies risks; and produces compliant, on-time RFP responses. Success requires strong map literacy, rigorous bid/compliance discipline, and practical construction judgement.
Key Responsibilities
  • Open, review, and interpret KMZ/KML, shapefiles, GeoJSON, and PDF plan sets in tools like Google Earth Pro, QGIS/ArcGIS, and Bluebeam
  • Validate routes, utilities, and environmental constraints; flag conflicts (bridges, rail, waterways, protected areas)
  • Produce preliminary takeoffs (LF by method, handholes/pedestals, crossings, bores, structure attachments) and draft/validate bill of materials (BOM)
  • Align routes with traffic control needs; capture assumptions and constraints
  • Translate routes to constructible sequences; identify access, staging, spoil management, and restoration requirements
  • Validate takeoffs with spot field checks; coordinate with utility locators and 811 procedures
  • Support permit packs (traffic control sheets, crossings, bore profiles), and precon meeting materials
  • Provide redline updates from field feedback; maintain revision control through award and NTP
  • Maintain trackers (bids, addenda, RFIs, risks, quotes, deliverables)
  • Facilitate handoff to operations: route files, takeoffs, assumptions, and risk items
  • Contribute to standards: symbology, naming conventions, estimate templates, and RFP boilerplates
  • Read and interpret RFP/RFQ documents, addenda, exhibits, and pricing forms; build a compliance matrix and submission checklist
  • Lead RFI/Q&A tracking; clarify scope gaps, locates, QC/testing, restoration, and as-built deliverables
  • Coordinate internal pricing (labor, equipment, materials), vendor quotes, and subcontract scope; normalize quotes and document inclusions/exclusions
  • Prepare full response packages: technical approach, construction means/methods, schedule, staffing, risk register, safety/QA, and commercial forms (NDA/MSA/SOW/COI/W-9 as applicable)
  • Draft bid assumptions, exceptions, and clarifications that protect margin and delivery
  • Ensure on-time, compliant submission (digital portals or physical delivery); archive artifacts for handoff

Skills, Knowledge and Expertise
  • 3+ years in OSP/underground utilities construction estimating, design support, or field engineering
  • Proficiency with KMZ/KML and at least one GIS/mapping platform (Google Earth Pro, QGIS, or ArcGIS) and Bluebeam Revu
  • Demonstrated ability to read civil/utility plan sets, profiles, details, and traffic control drawings
  • Hands-on understanding of HDD, trench/open-cut, aerial make-ready, restoration, and as-built requirements
  • Strong business writing and document control skills; comfortable owning compliance matrices and bid calendars
  • Intermediate Excel (lookups, pivots), and experience with SharePoint/Smartsheet/Jira or similar trackers
  • Experience responding to telecom/municipal/utility RFPs with complete technical + commercial packages
  • Takeoff experience for conduit, fiber, vaults, pedestals, crossings, and restoration quantities
  • Familiarity with permit processes (ROW, DOT, railroad), traffic control specifications, and inspection workflows
  • Knowledge of applicable safety and construction standards (e.g., trenching/shoring practices, make-ready basics)
  • Basic CAD literacy for viewing and markup (AutoCAD/BricsCAD or similar)
  • Vendor/subcontract coordination and quote normalization experience

  • 401k Plan;
  • PTO/Paid Holidays;
