Job description

Senior Analyst, Compliance

The Contract Administration and Compliance Team are responsible for contract administration and compliance activities for key federal, state, and local government contracts, such as the General Services Administration (GSA) and Federal Library and Information Network (FEDLINK) supply schedules and State/Local Master Statewide Agreements (MSAs). The Senior Analyst, Compliance will oversee the full lifecycle of federal and state government contracts and is responsible for ensuring comprehensive contract administration, mitigating risk, and providing broad compliance support for all contract types.

We are seeking an experienced Senior Analyst, Compliance to join our team. In this role, you will serve as a primary administrator for Thomson Reuters' government contracts portfolio - managing post-award contract activities, tracking deliverables and compliance obligations, and producing required reporting for federal, state, and local government contracts. This role is central to ensuring that all government contract activities adhere to the Federal Acquisition Regulation (FAR) and applicable regulations, promoting transparency and accountability throughout the contract lifecycle. You will act as a safeguard against legal, financial, and reputational risk by fostering a culture of compliance across the organization and working closely with Legal, Finance, Sales, and Order Management teams.

About the Role

In this opportunity as Senior Analyst, Compliance, your primary responsibilities are government contracting administration and reporting, including Federal Government industrial funding fees, State Master Service Agreement (MSA) fees, and CPARS records.

  • Serve as the primary point of contact for government contracting officers and agency representatives.
  • Monitor contract performance, funding limits, and delivery schedules to ensure organizational alignment with contractual obligations.
  • Coordinate contract modification activities to add, delete, or modify products/pricing for assigned federal contract(s).
  • Ensure strict organizational adherence to the Federal Acquisition Regulation (FAR), and applicable state and local procurement laws.
  • Provide strategic guidance to the Government business team, finance, and legal teams regarding compliance risks and mandatory reporting requirements.
  • Monitor changes in government contracting legislation and update internal practices accordingly.
  • Respond to compliance inquiries from internal stakeholders.
  • Coordinate with Legal on contract-related terms and conditions for new strategic Federal and State contracts and opportunities. Assist in identifying exceptions.

Secondary responsibilities include compliance activities and process improvement.

  • Develop, implement, and maintain internal compliance policies, procedures, and training programs related to government contracting.
  • Conduct internal audits and risk assessments of contract files, pricing structures, and labor charging practices.
  • Support external government audits and lead the preparation of necessary documentation and responses.
  • Respond to compliance inquiries from internal stakeholders.
  • Contribute to ongoing development of best practices and streamlining of processes and tools, including the use of AI.
  • Support contract administration and compliance projects and initiatives, working closely with the Manager of Contract Administration and Compliance, and key internal partners.

About You

You are a fit for the role of Senior Analyst, Compliance if your background includes:

  • Juris Doctorate degree from an accredited college and 2-5+ years of relevant business experience in contract management, or a Bachelor's degree from an accredited college and a minimum of 5 years of relevant business experience working in a contracting or compliance role.
  • Experience with GSA or FEDLINK contract administration.
  • Strong understanding of government contracting laws, rules and regulations including, but not limited to, commercial items contracting requirements, Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (FAR), and standard government contract types.
  • Exceptional negotiation, analytical, and written/verbal communication skills.
  • Ability to translate complex regulatory requirements into actionable business guidance.
  • Ability to maintain strong working relationships with internal and external business customers.
  • Strong attention to detail, including follow-up and final resolution skills.
  • Investigative and problem-solving skills and the ability to identify workflow process improvements and efficiencies.
  • Have a high level of initiative and ability to perform in a fast-paced, matrix environment.
  • Strong technical aptitude and analytical skills; ability to learn new products/technologies quickly.
  • Have excellent PC skills and comfort learning new software solutions. High level of skill with SAP, Excel, PowerPoint, Word, SharePoint, AI tools, etc.
  • Ability to communicate effectively with contracting and procurement counterparts with U.S. Federal and State government customers.
