Job description

Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Incumbent serves as Master on the M/V Mississippi and performs a variety of work involved in the operation & management in river navigation, ability to handle vessels and tows, and familiarity with the different river navigation conditions and elements.

Help
  • Stands a regular watch operating the vessel's controls to navigate safely in various river conditions.
  • Supervises the deck crew engaged in making up and breaking up tows, general housekeeping, and various deck work.
  • Enforces safety regulations and instructs crew on both safe work procedures and work practices peculiar to floating plant.
  • Conducts fire, lifeboat and man-overboard drills.
  • Performs other duties as assigned.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is subject to a pre-employment drug test screening and random drug and alcohol test screenings thereafter.
  • Pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • Required to possess Master and Pilot License issued by U.S. Coast Guard. Any Gross Ton Master Western Rivers. W/Master Towing Endorsement Western Rivers.
  • Must possess or be able to obtain Radar Endorsement, any gross tons, within 36 months of employment. Failure to do so may result in termination.
  • This position requires lifting of at least 50 lbs.

Qualifications
Schedule: This position requires varying shift work. During towing season, works 2 weeks on, 1 week off. Works 12 hours per day. During Mississippi River Commission trips, incumbent may be required to work 45 days straight. During Lay-up/Maintenance season, incumbent will work a 8 day on - 6 day off (10-hour days) schedule during winter maintenance period. This position is with the US Army Engineer District, Operations Division, Revetment Section, Motor Vessel Mississippi. Duty location is wherever the Motor Vessel Mississippi is located.

You will receive credit for all qualifying experience, including volunteer experience.   • Works primarily inside and occasionally outside subject to dangers of slipping overboard and drowning. Tows are subject to breaking cables in swift currents. Is exposed to other moving vessels, especially during foggy weather and at night.
  • Responsible for maintenance and repairs to the vessel both during operation and during lay-up.
  • This position is covered by the DOT rules and USACE ER 690-1-1218. May be subject to random alcohol and drug testing on an unannounced basis. Incumbent is required to sign a DA Form 7412, "Condition of Employment for Certain Civilian Positions Identified Safety-Sensitive Under The Department of Transportation, Federal Highway Administration Rules on Drug and Alcohol Testing" or
    a Memorandum of Understanding.
