Job description

POSITION SUMMARY


The Project Manager is responsible for AMH capital projects to include budgeting, performance, contract negotiations, site selection, tenant relations, and forward planning. They are the key interface to vendors, residents, JBER Partners, and contractors on capital projects for the existing AMH portfolio as well as new development opportunities.


The Project Manager is an integral part of the management team, playing a key leadership role for annual preventative maintenance and long-term health of all physical assets on JBER. This position has overall responsibility for constructing, and capital replacement and repair for all residential housing units, offices, warehouses, maintenance and mechanical workshops, community centers, boiler and furnace rooms, transfer stations, utilities, and grounds in compliance with government contractual obligations in a timely and cost-efficient manner.


The Project Manager is accountable for developing and implementing a comprehensive preventative maintenance program, budget planning and monitoring, coordination, implementation, tracking, and reporting of weekly, monthly, and seasonal maintenance priorities.


JOB DUTIES


• Develop and execute capital projects for the AMH residential housing portfolio.

• Oversee operations, including budgets, material contracts, capital expenditures, and other operating items for AMH projects at JBER.

• Participate in project scoping and budgeting of remodel projects and other reinvestment projects.

• Manage all aspects of the due diligence process including but not limited to feasibility studies, geotechnical evaluations, environmental assessments, and surveys.

• Obtain proper corporate and stakeholder approvals, to include the USAF and Civil Engineering Group.

• Manage all dates and processes within a project to ensure the project progresses as anticipated, including but not limited to critical dates within development agreements, leases, purchase agreements, permitting, and construction.

• Lead and manage engineers, architects, and other consultants in guiding each project through its governmental approvals process to obtain all permits required for a project.

• Manage the bidding process for any outside contractors.

• Assist the Maintenance Manager and Deputy GM with the tracking and execution of all preventative maintenance.

• Engage in routine property and infrastructure inspections, identifying and tracking maintenance and capital concerns.

• Communicate project status to project participants and stakeholders throughout the project to ensure critical components are not missed and risks are identified.

• May directly supervise maintenance employees assigned to complete preventative maintenance or capital project work tasks.

• Establish and maintain expectations for the management of the Maintenance staff.

• Establish and maintain expectations for the scheduling, maintenance, work order tracking, and completion for all preventative maintenance or capital project and AMH identified work orders.

• Assign miscellaneous projects as new initiatives arise.

• Adhere to CBA policies.

• Ensure compliance with state, local, and federal regulations.

• Administrative initiatives, including but not limited to:

- Assist with departmental operation improvements and changes.

- Attend staff and management meetings and communicate information with employees.

- Liaise or attend governmental meetings and communicate information with impacted parties.

- Attend training to develop relevant knowledge and skills.

- Ad hoc assignments.



MINIMUM QUALIFICATIONS


• Five years management experience, including three years of project management experience required. Experience in land development, construction, architecture, or civil engineering preferred.

• Bachelor's degree in Civil Engineering, Engineering, Project Management, Real Estate Development, Construction Management, or a related field preferred.

• Alaska Real Estate license, Certified Property Manager (CPM), or Accredited Resident Manager (ARM) preferred. Experience in a residential rental office is highly desirable.

• Must be adept in the use of computer software, including Microsoft Office and MS Project. Yardi Property Management software experience a plus.

• Strong verbal, written, analytical, and basic mathematics skills, interpersonal skills, and the ability to interact effectively with all levels of employees, management, or customers.

• Ability to obtain a JBER access permit.


CERTIFICATIONS


• Valid Alaska Driver's License and possession of a functional, insured vehicle.

• Ability to be insured by the company's auto insurance.

• Ability to obtain applicable safety, engineering, mechanical, and property-related certifications as deemed necessary.


SUPERVISION


Supervision Received: The Project Manager must possess the capability to work independently under the supervision of the General Manager. This position reports directly to the General Manager.


Supervision Exercised: The Project Manager is a guide and support to all Supervisors and Managers at AMH. The Project Manager may directly supervise, schedule, and assign work to union and non-union personnel, including a Project Management Coordinator.

• Work is performed at various locations within the properties managed by JL Properties, Inc. and owned by Aurora Military Housing, LLC, Aurora Military Housing II, LLC, and Aurora Military Housing III, LLC at Joint Base Elmendorf-Richardson, Alaska.

• The employee occasionally works near moving mechanical parts and in high, precarious places or confined spaces, and is occasionally exposed to fumes or airborne particles.

• The employee will be required to work in outside weather conditions for periods of time, 15 to 35 percent of the time.

• The employee must be able to walk distances outside in all weather conditions, winter and summer.
