Job description

Duties Description The Research Scientist 4 is responsible for providing key statistical analysis and data oversight to the Bureau of Research and Program Evaluation and Bureau of Gambling Services & Support. This position will serve as the key subject matter expert in research and evaluation of gambling-related harms including gambling disorder, and of services and treatment to address gambling-related harms. Under the direction of the Director of Research and Program Evaluation, the position will oversee the gambling-related evaluation and research portfolio and execute the data process from planning, through reporting, publishing, and presenting findings.

In addition to the focus on gambling, this position will be responsible for contributing to agency-wide initiatives in the data collection, management, and visualization; survey development; program metrics development; and statistical and analytic approach selection for a variety of addiction-related topics and in particular the intersection between substance use disorder and gambling-related harms. The ideal candidate will have experience and expertise in the use of statistical software (SAS or R) to clean, format, manage, and analyze health service data. The ideal candidate will also possess the ability to calculate, interpret and communicate statistics from data systems and provide findings in a variety of formats to both technical and general audiences.

Proficiency in SAS, R, and Microsoft programs Excel, Word, Access, and PowerPoint is required. Responsibilities include, but are not limited to: Serve as the OASAS subject matter expert the evaluation of gambling-related harms. In collaboration with PRIME leadership, responsible for institutional research priorities, goals and key performance indicators of services and treatment to address gambling-related harms.

Utilize advanced research methods, identify gaps between recommended performance measures and existing data collection methods. Develop and implement innovative solutions to bridge these gaps and ensure robust data collection for research and evaluation purposes. Independently oversee the preparation documents related to research activities, including study protocols, progress reports, and briefs to OASAS staff on data system development milestones.

Supervise research scientists conducting similar activities. Interface with cross-agency staff to define objectives and identify best practices. Facilitate relationships with providers, community representatives, and other stakeholders contributing to data collection and database management.

Perform other related duties & responsibilities as assigned/requested. Minimum Qualifications Non-Competitive: bachelor's degree and five years of professional research experience in an appropriate field. - Substitutions: Substitutions: master's degree in an appropriate field may substitute for one year of experience, a J.D

in an appropriate field may substitute for two years of experience; and a Ph.D. in an appropriate field may substitute for three additional year of experience Examples of acceptable degree fields are Public Health, Public Policy, Public Administration, Psychology, Health Administration, Addiction Studies, Education, Human Services, and other related field. Preferred Qualifications: An advanced degree in public health, biostatistics, epidemiology, public administration, public policy, political science, government, or a closely related field

Technical data management and analysis expertise using public health and administrative health service data. Proficiency in R, SAS and/or SQL strongly preferred. Strong research skills and ability to proactively gather and analyze information from disparate sources.

Excellent project management and organizational skills. Track record of publishing peer-reviewed manuscripts. Ability to summarize complex concepts quickly, clearly, and concisely for audiences at all levels.

Knowledge of addiction policy. Familiarity with State government operations or working in a state or local government environment a plus. The salary range listed in this posting reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
